08-08-2012 PR MIN MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, AUGUST 8, 2012 Members Present: Chair Anderson, Commissioners Ahlness, Kallemeyn, Sagan Absent Members: Commissioners Karlsen,Nystrom and Niziolek Staff Present: Chris Leeseberg, Planner/Park Planner, Steve Benoit,Recreation Manager, Tonya Love, Recreation Coordinator 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recitation Commission was called to order at 6:37 p.m. by Chair Anderson. 2. Consider August 8, 2012 Parks &Recreation Commission Agenda MOVED BY COMMISSIONER AHLNESS AND SECONDED BY COMMISSIONER KALLEMEYN TO APPROVE THE AUGUST 8,2012 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 4-0. 3. Consider Minutes of July 11, 2012 Parks &Recreation Commission Meeting MOVED BY COMMISSIONER AHLNESS AND SECONDED BY COMMISSIONER SAGAN TO APPROVE THE JULY 11,2012 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 4-0. 4. Open Forum- None 5. Awards &Recognitions Recreation Manager, Steve Benoit presented the city wide volunteer initiative and that there will be a webpage dedicated to sharing the volunteer information. 6. Park/Program Highlight Recreation Manager, Steve Benoit presented highlights for the 2012 Night to Unite program. Park&Recreation Commission Minutes Page 2 August 8,2012 7. Action Items 7.1. Major Park Use - Lions Park Bandshell Recreation Manager, Steve Benoit presented a major park use for Lions Park Bandshell from George Ndege to hold a conceit on August 26,from 2-6pm. Elk River resident, George Ndege of 17950 Gary St., shared that the concert would have two youth bands to showcase the hip hop doesn't have to be negative. It will be oriented towards youth and family and should be a fun night. MOVED BY COMMISSIONER SAGAN AND SECONDED BY COMMISSIONER KALLEMEYN TO ACCEPT STAFF RECOMMENDATION TO APPROVE THE MAJOR PARK USE WITH THE FOLLOWING GUIDELINES. GROUP WILL PAY$20 RENTAL FEE, COVER COSTS OF ANY ADDITIONAL NEEDS,AND ADHERE TO CITY NOISE ORDINANCES. MOTION CARRIED 4-0. 8. Discussion Items 8.1. Security Cameras in the parks Planner/Parks Planner, Chris Leeseberg discussed the possibility of putting portable security cameras into the 2013 GP. Would this be worth supporting and if so,parks would need to be prioritized as to when the security cameras would be used. Discussion took place regarding the cost. Commissioner Anderson suggested that staff discuss and make a recommendation to Commission for recommendation to City Council. 9. Division Manager's Reports Recreation Manager, Steve Benoit presented the Activity Center report. Mr. Benoit also presented the Recreation report stating that programs had been affected by the hot weather and precautions were being taken when deciding to still hold activities at the scheduled time. Staff are also working on implementing the new Vermont Systems registration software. Mayor Dietz asked if there were program cancelations due to the high heat index. Mr. Benoit shared that no cancelations took place however there were program modifications. Park&Recreation Commission Minutes Page 3 August 8,2012 10. Announcements Mayor Dietz shared that council is reviewing the Ice Arena and Barn project and discussing the job and cost. Also, city staff are waiting on the owner of the Bailey Point property to complete their action steps for the transaction to be complete. Commissioner Anderson questioned if there was anyone in the city who would be able to conduct trail mapping elevations for Woodland Trails Park and Hillside City Park. 11.
