07-11-2012 PR MIN MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, JULY I I, 2012 Members Present: Chair Anderson, Commissioners Ahlness, Kallemeyn, Karlsen,Nystrom and Sagan Absent Members: Commissioner Niziolek Staff Present: Michael Hecker,Parks and Recitation Director, Chris Leeseberg, Planner/Park Planner, Steve Benoit,Recreation Manager, Tonya Love, Recreation Coordinator 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:34 p.m. by Chair Anderson. 2. Consider July 11,2012 Parks &Recreation Commission Agenda Commissioner Anderson added Eagle Scout Project Proposals to Item 7 and adjust the following agenda items down by one number. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER AHLNESS TO APPROVE THE JULY 11, 2012 PARKS & RECREATION COMMISSION AGENDA WITH SUGGESTED CHANGES. MOTION CARRIED 6-0. 3. Consider Minutes of June 13,2012 Parks &Recitation Commission Meeting MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER KALLEMEYN TO APPROVE THE JUNE 13, 2012 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 6-0. 4. Open Forum- None 5. Awards &Recognitions Recreation Manager, Steve Benoit presented Mike Enfield as the Parks &Recreation Volunteer of the month. Park&Recreation Commission Minutes Page 2 July 11,2012 6. Park/Program Highlight Recreation Manager, Steve Benoit presented a Special Events update. The Farmer's Market being moved to downtown Elk River, Chalk It Up moved to being held at noon and Kidstock in the evenings. 7. Discussion Items — Eagle Scout Project Proposals 7.1. Eagle Scout,Dillon Church presented his project;trail signage update for the Woodland Trails Park Winter Walking trail. 7.2. Eagle Scout, Ryan Larson presented his project;restoration of native MN plantings along the Great Northern Trail. 7.3. Eagle Scout, Taylor Hecker presented his project; design,plan and build a gateway while collaborating with the Parks Maintenance staff for the Great Northern Trail entrance near Meadowvale Elementary School. 8. Action Items 8.1. Elk River Youth Football Association Donation for Scoreboard Parks and Recreation Director,Michael Hecker introduced Elk River Resident and Elk River Youth Football Association Board Member Paul Gill; 14430 198th Ave. Mr. Gill reported that the association had been saving money for several years to be able to purchase and install a wireless football scoreboard for the Youth Athletic Complex football field. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER KARLSEN TO ACCEPT STAFF RECOMMENDATION THAT THE PARKS AND RECREATION COMMISSION RECOMMEND TO CITY COUNCIL TO ACCEPT SCOREBOARD DONATION FROM THE ELK RIVER YOUTH FOOTBALL ASSOCIATION AND ASSISTANCE FOR ITS INSTALLATION AT THE YOUTH ATHLETIC COMPLEX. MOTION CARRIED 6-0. 9. Parks &Recreation Director Report Parks and Recreation Director,Michael Hecker introduced the new Parks Maintenance employee Josh. Mr. Hecker also shared that the Lake Orono boat landing rebuild was completed,the Woodland Trails Park Bio Mass grant application was not awarded,continue to wait on easement agreement regarding Bailey Point and encouraged viewers and commissioners to check out the departments Facebook fan page. Division Manager's Reports Recreation Manager, Steve Benoit presented the Elk River Ice Arena report. Mr.Benoit also presented the Recreation report stating that the summer program offerings have had a positive kickoff and shared a list of the wide variety of programs offered to the Elk River community. 11.
