Park and Recreation Commission Update

The Park and Recreation Commission on November 12, 2003, met jointly with the Planning
Commission prior to their regular meeting. The Commissions discussed the Comprehensive
Plan update, the research that the Park and Recreation Commission is completing regarding
the implementation of Greenways, and common goals and objectives that can be supported
by both Commissions. As a result of the joint meeting, staff anticipates more frequent joint
meetings between the Commissions based on future topics of discussion relating to the
implementation of the Comprehensive Plan.
Reeular Meetin~
The regular meeting agenda was relatively short. The Commission received updates
regarding the Adopt-A-Park Program and the Greenway subcommittee. The Commission
also considered the 2004 park dedication fees; their recommendation is included in the
memo relating to adoption of the 2004 fee schedule that will occur later in the agenda.
The Commission discussed at length the placement of hockey boards at the Handke Pit and
at Lion's Park. Terry Bye, Park Foreman, had requested that the hockey boards not be
installed due to lack of available staff to promptly clean the boards after each snowfall. On a
related note, the Commission also discussed the removal of monies for the warming house
attendants. These positions were removed during the 2003 budgeting-cutting discussions. It
was the Commission's opinion that warming house attendants are an important community
service, and that the warming houses should be provided and should be staffed, especially
given the amount of community support that has been displaye for the Handke warming
house restoration project. The ~s/on mom4to ~that the City Counc//~t~

unanimously. The Commission also directed staff to install hockey boards at Handke and
Lion's Park to provide skating facilities for pick up hockey games.
