TO: FROM: DATE: SUBJECT: MEMORANDUM Mayor and City Council Stephen Rohlf, Building and Environmental Administrator November 17, 2003 Consider Hiring Building Permit Technician While Building Permit Technician, Jennifer Harmer, was on materniq, leave, the Building and Environmental Department used Nancy Anderson from a temporaU, agency to fill in for that position. Nancy has proven herself to be a valuable employee with the temperament to handle the extremely demanding position of Building Permit Technician. The Building and Envhronmental Department would like to retain Nancy Anderson as a part time Building Permit Technician (24 hour work week) and the other two Building Permit Technicians (}ennifer Harmer and Lisa Wolfe) would like to go to four days per week to allow more thne for taking care of family matters. With the current Building Permit Technicians going to a four day work week, having Nancy three days per week allows one additional work da), to keep up to the ever increasing demands on this position. More importantly for the Department, hiring Nancy will allow fle~bility in scheduling to deal with the other Building Permit Technicians taking vacation or sick leave. It is impractical to have one person in the position of Building Permit Technician. When one of them is gone, someone else from the Department has to fill in. Staff recormnends that Lisa Wolfe be reduced to 32 hours per week on or before JanuaU, 1, 2004, Jennifer Harmer be reduced to 32 hours per week on or before April 1, 2004 and the city lm-e Nancy Anderson as a Building Permit Technician under the following conditions: Part time, 24 hours per week. Starting at Pay Grade 7, Step "A" (cm'rently $12.54/hou0. Progressing beyond Step "]3" requires obtaining the Building Permit Technician Certification. Normal cost of living increases starting on JanuaU, 1, 2004. Fk'st step increase following completion of a successful Orientation Period (ending July 1, 2004). > Benefits per city's policy (prorated leave and no insurance).
