Attached is the proposed 2004 fee schedule for Council review. Fees for services are
reviewed by staff and Council on an annual basis to ensure that fees charged cover the
services that are provided by the city. In the attached fee schedule, the proposed changes are
highlighted in yellow. The current fee amount to be changed or eliminated is illustrated with
a strikethrough. State law requires any fees dealing with land use to be enacted through
ordinance with a public hearing. This information tonight is for your review and
consideration with the public hearing to be held on December 15, 2003 for formal action.

FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of any fuel-gas
piping, shall require the payment by the applicant for such permit of fees in the amount
herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building Inspector be
less than Forty-five Dollars ($45.00).
Basic Fees
(A)
The fees for all fuel-gas piping permits shall be computed on the basis of the number of
fuel-gas appliances. The fee for each appliance so provided for shall, except as hereinafter
otherwise specifically provided, be Six Dollars ($6.00) for each fuel-gas appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future appliances, a
fee of Six Dollars ($6.00) shall be charged for each line or lines.
(c)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and future fuel-gas
lines run for appliance, a Six Dollar ($6.00) charge for the main fuel-gas supply in the
building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a fumace, range,
water heater, dryer, fireplace, barbecue, etc.

BASIC FEES
(A)
The fees for all plumbing permits shall be computed on the basis of the number of fixture
openings, plumbing fixtures, or devices provided for in such permits, whether
subsequently so installed or not, and the fee for each fixture so provided for shall, except
as hereinafter otherwise specifically provided, be Eight Dollars ($8.00) for each fixture
installed or replaced or set only (no waste or vent piping), the fee for each such fixture
shall be Eight Dollars ($8.00).
(B)
Where any such permit is issued for roughing in plumbing openings only, providing for
certain proposed fixtures, which are to be installed or set later, a fee of Eight Dollars
($8.00) shall be charged for each such opening, which fee shall be in addition to the fee
charged for other plumbing work included in the same permit.
(c)
For the purpose of this article, a plumbing fixture shall be taken to mean and include any
sink, laundry tub, bathtub, wash basin, drinking fountain, floor drain, or any other
plumbing device arranged to be connected with the sewer or plumbing system, either
directly or indirectly, and required to be trapped.

RE: SEWER AVAILABILITY CHARGES
Dear Mr. Klaers:
I am writing this letter to recommend that the City consider increasing their Sewer Availability Charge
(SAC) for 2004 to $2,000 per residential unit. I am recommending this because I anticipate that the
City will undertake a wastewater treatment plant (WWTP) master planning process in 2004 that will
reach a conclusion that the SAC amount needs to be raised to fund future expansion and capital
improvement projects at the WWTP.
As you are aware, we are anticipating embarking on a WWTP master plan at some point after the City
Council adopts the updated Comprehensive Plan. With that being said, there are a number of issues
we know this master plan will address relative to capital improvements and future expansion needs of
the WWTP. The master plan will also deal with timing, estimated cost and potential financing
methods. Some of these major issues that the master plan will deal with are listed below. I have also
included "ball park" costs and estimated years to give you a feel for future expenditures:
A. Major Capital Improvement Issues
· Replacement of the digester covers ($500,000 in 2004).
· Replacement of the bar screen and grit removal facilities at the head of the treatment
plant--this portion of the VVWTP is original construction from 1961 ($500,000 in 2004
or 2005).
· Planning for implementation of a phosphorous removal guideline anticipated from the
MPCA in the future ($250,000 in 2008).
Major WWTP Expansion Plans
· Adding equipment to existing structures to increase capacity from 1.6 million gallons
per day (MGD) to 2.1 MGD ($1,000,000 in 2006).
· Expand capacity at the current site from 2.1 MGD to 3.0 MGD by constructing an
additional series of treatment facilities similar to those existing at the WWTP
($5,000,000 in 2012).
· Planning for expansion including additional land acquisition for any required capacity
beyond 3.0 MGD pending the urban service area in the new Comprehensive Plan
(beyond 2015).

I anticipate that the WVVTP master plan will lay out a series of relatively expensive capital and
expansion improvements that need to be undertaken over the next 1 to 15 years. One of the key
components of funding these issues, especially WWTP expansion, is SAC charges. I am concerned
that if there is no adjustment to the SAC charge in 2004, it will require a more significant increase in
the SAC charge in 2005 and beyond just to catch up. It should also be noted that current SAC fees
are still paying on the bonds for the last WWTP expansion.
One final piece of information is the following table that lists SAC fees for surrounding communities as
of September 30, 2002:

anticipation of the outcome and recommendations from the WWTP master plan to be undertaken in
2004.

The current fees are as follows:

In recent years there has been no change to the commercial and industrial rates, however the
City has consistently increased the residential rate at 5 percent or slightly lower. An increase
of 5 percent in the residential rate would result in a rate of $1,695.75 per unit, an increase of
approximately $80.00.
Attached for your information is the 2002 park dedication survey that was completed on
behalf of the Minnesota Recreation and Parks Association. Staff contacted the cities of
Otsego, Ramsey, and St. Michael to determine what their current rates are:

As you can see from the table, even with a five percent increase, the City's fee will remain

Trail Reimbursement
On a related issue, the City has typically reimbursed developers for bituminous trail
construction. The current rate of reimbursement is $10 per lineal foot of trail. It is staff's
opinion that like sidewalks, trails that are required by the City should be a development cost
borne by the developer and ultimately by new homeowners. Staff recommended that the
Commission consider eliminating trail reimbursement to developers as part of its
recommendation to the City Council.
Park and Recreation Commission Action
The Commission discussed the need to increase the cash rates for park dedication at a faster
rate than in the past. They recognize the future needs of the park system for development
and, more importantly, acquisition of important segments of land. The Commission felt it
important to be consistent with neighboring communities whose rates are higher than ours.
The Commission voted unanimously to recommend the following rates for cash dedication
to the City Council for 2004:
