TO: FROM: DATE: Mayor and City Council Pat Klaers, City Admi~ November 17, 2003 ~ SUBJECT: Consider Annual Increase in City Contribution to Employee Insurance Program Annually, as part of the pay resolution, the City Council considers the contribution that the city makes to the employee insurance program. Attached for your information are points 18 and 19 relating to insurance benefits from the pay resolution that was approved last year. The city has approved a $15 per month increase in its insurance contribution for the police union officers. The police union officers have a different insurance policy than the rest of the city employees. The city has a $10 per month increase for the employees planned into the 2004 budget. Staff is coming up to some deadlines in putting together information for the employees as it relates to the insurance cafeteria program that is offered. In this regard, staff would like to get some information from the City Council as to the level of contribution it will be making for the employee insurance program on a monthly basis for 2004. The non-union health and dental insurance contracts that the city has received are still being evaluated and a recommendation to the City Council is anticipated either next week or in early December. Recommenda tion It is recommended that the City Council approve a $__ per month increase in the contribution level for non-union employee insurance program. Program Assistants and Program Leads will be eligible to receive an increase for each year the employee works in that position based on a fully competent rating on his/her performance review. Increases shall be based on the following: Number of Months Position Worked in Last Year Hourly Increase Program Assistant 6 or more $ .50 Program Assistant less than 6 $ .25 Program Lead 6 or more $1.00 Program Lead less than 6 $ .50 Maximum additional pay is $2.00 per hour. (i.e. maximum Program Lead with certification pay is $20.00 per hour.) Overtime for Inventory. 13. All non-exempt liquor store employees shall be paid one and one-half times their regular hourly rate for taking inventory on a Sunday or a holiday. Holiday Pay 14. Snow plow operators shall be paid double time plus holiday pay for all hours worked on holidays. 15. Firefighters shall be paid double time for emergency response hours worked on New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Eve, and Christmas Day. On Call Pay 16. Street Department employees shall be paid an additional hour of pay at their regular rate for each day they are on call during the winter snowplowing season. Any employee who uses more than three hours of sick or vacation leave or compensatory time off on a day when the employee was to have been on call will not be considered on call and will not receive on call pay for that day. Out of Class Pay 17. Ice Arena Workers Two or Three who operate the ice resurfacer will be paid at the Ice Arena Worker One rate for the time spent operating the ice resurfacer. Time will be tracked in quarter hour increments. INSURANCE BENEFITS 18. All full time employees are eligible for insurance benefits. Part-time employees scheduled to work 30 or more hours per week are eligible for prorated insurance benefits. Seasonal and temporary employees are not eligible for insurance benefits. The City Council may make adjustments in any section of the Pay Plan at any City Council meeting for any reason including performance incentives, state or federal law changes, the Pay Equity law, or any other reason the Council deems appropriate. All police employees who are members of the Law Enforcement Labor Services, Locals 231 and 271, shall receive compensation and benefits as outlined in the Master Labor Agreement between the City and the Union and are therefore not governed by any clauses of this resolution.
