Attached is a request from Utilities General Manager Bryan Adams regarding the waiving of
SAC fees for the Utilities office/garage project at the power plant. This request is supported
by city staff. This request also requires City Council approval.

SAC Fees
The building and zoning department, after careful plan review of our garage and office
addition, has assigned a WAC & SAC units of 2.7. This equals a financial contribution
of $3,510 for SAC &$3,645 for WAC. Obviously, we will not be paying ourselves for
the WAC fee and we ask the City Council to forgo the SAC fee. As you may recall in
September, 2001, the City Staff asked the Elk River Municipal Utilities Commission to
forgo the $4,725 WAC lee for the Lions Community Building, which was granted.
