Call Meeting To Order Pursuant to due call and notice thereof,the special meeting of the Elk River Housing and Redevelopment Authority was called to order at 4:00 p.m.by Chair Wilson. 2. Consider June 30,2004 HRA Agenda MOVED BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER THOMPSON TO APPROVE THE JUNE 30,2004,HRA AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. Consider Consent Agenda MOVED BY COMMISSIONER THOMPSON AND SECONDED BY COMMISSIONER MOTIN TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 1. JUNE 7,2004 REGULAR HRA MEETING MINUTES 2. CHECK REGISTER MOTION CARRIED 4-0. 4. Open Mike There was no one present for Open Mike. 5. Consider Resolution Requesting the City Council Call for a Public Hearing on the Modification of the Development Program for Development District No. 1 and Establishment of Downtown Tax Increment Financing District No.22 (A Redevelopment District) Director Catherine Mehelich stated that on June 7,2004 the HRA reviewed the schedule for the TIF district related to the MetroPlains downtown revitalization project. The first step is for the HRA to request that the City Council call for a public hearing on September 20,2004 to consider the modification and Plan. Staff recommends that the HRA adopt the • resolution submitted in their packet requesting the City Council call for the public hearing. Housing and Redevelopment Authority Minutes June 30,2004 Page 2 MOTION BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER THOMPSON TO ADOPT RESOLUTION NO.04-01 REQUESTING THE CITY COUNCIL CALL FOR A PUBLIC HEARING ON THE MODIFICATION OF THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND THE ESTABLISHMENT OF DOWNTOWN PHASE I TAX INCREMENT FINANCING DISTRICT NO.22 (A REDEVELOPMENT DISTRICT). MOTION CARRIED 4-0. 6. Economic Development Strategic Plan Update Ms.Mehelich reviewed the results of the May 2004 Economic Development Strategic Plan Update work session. She noted that the group identified the following four priority issues in order of importance: 1) Industrial Development;2)Central Business District;3) Transportation;and 4)Commercial Development. Ms.Mehelich stated that the group discussed Industrial Development strategies and Central Business District strategies,and that staff will draft strategies for the Transportation and Commercial Development issues. She then reviewed the timetable for review and adoption of the Economic Development Strategic Plan. The HRA concurred with the timetable as proposed by staff. 7. Adjournment There being no other business,MOVED BY COMMISSIONER LIES ER AND SECONDED BY COMMISSIONER MOTIN TO ADJOURN THE MEETING.
