SUBJECT: Subcommittee Discussion
The Commission worked very hard putting together its SWOT analysis. Based upon the discussions
during those meetings, staff set up a meeting with Chair Setala to discuss future development and
growth of the Energy City Commission.The first item discussed in the meeting was the idea of
creating subcommittees within the Commission.This would help facilitate the organization of
expertise into the proposed subcommittees.
Under this structure system each commissioner is required to sit on at least one subcommittee to
ensure they fulfill their commitment to the Commission. Subcommittees would meet or converse
outside of regular commission meetings but would have updates for the entire Commission each
month on their actions and progress.
Proposed subcommittees include but are not limited to Demonstration Criteria, Energy Design,
Education,and Visionary.
The role of the Demonstration Criteria subcommittee would be to find possible demonstrations
to bring to Elk River and work on enhancing the information and awareness of existing sites. This
would include development of demonstration site categories/criteria as well as website and
marketing materials for demonstration sites and tours.
The role of the Energy Design subcommittee would be to work with new and existing businesses
and residents of Elk River to help educate them on energy conservation initiatives and
opportunities. Examples include energy audits, construction evaluations,business retention visits,
etc.
The role of the Education subcommittee would be to help educate the public on energy related
opportunities, events and activities that are occurring throughout the City. This subcommittee would
work closely with schools and other organization to increase visibility of the Energy City
Commission. Tasks may include development of marketing materials and organization of

demonstration site tours. A strong emphasis for this group would be on Energy Action Month and
creating a list of possible speakers for future ECC meetings.
The role of the Visionary subcommittee would be to examine the SWOT analysis that was
performed and develop a plan to overcome the Commission's weaknesses and threats.The
subcommittee will also set long and short term goals for the Commission to promote productivity
and longevity.
Other items discussed at the meeting were providing bi-monthly Energy City Commission updates
to the City Council in order to make visible the Commission's goals and accomplishments.
Please be prepared to discuss the various subcommittees and possibly select which one you are most
interested in participating in.
