DISCUSSION:
I am currently a board member of the Midwest Municipal Transmission Group (MMTG). The
annual membership meeting on November 13 was relocated from the Minnesota Municipal
Utilities Association offices in Plymouth, MN, to the CMMPA offices in Blue Earth, MN. Due
to timing of the ERMU Commission meeting, I was unable to attend this annual meeting but
rather participated through conference call.
The Utilities has closed on the 1639 Main Street property. Staff and legal counsel are working to
complete a property management agreement review with a local property management company
by the time of the Utilities Commission meeting.
Staff continues to work with Great River Energy on the security requirements needed to
implement the SCADA system.
After advertising the open Journeyman Lineworker since early October, management looks to
schedule interview the weeks of November 12th and 19`h. The intent is to fill the open position as
soon as possible.
I have been working with City staff to identify water system projects that are eligible to be built
using the City's Water Trunk Funds. These funds were collected from defined areas during their
development for future use to add system capacity serving those areas. Staff had developed a 5
year forecast of eligible water system projects.

DISCUSSION:
We had 1814 credit card payment transactions in October, compared to 1633 in September, an
increase of 11%. If you remember, we had slight decreases the past two months. We saw an
increase in usage again in October as the customers brought their accounts current due to the
Cold Weather Rule beginning October 15th. The fee for October should be$4,081.50.
Lorrie Franz and I met with our auditors to set up preliminary dates and discuss the upcoming
audit. The auditors will be here December 7th, 2012, for preliminary work and will be here
February 28`h and March 1"for audit fieldwork. Year-end physical inventory dates are being set
and the auditors will again be present for the electric physical inventory on December 27th to do
test counts.
Our PCAs year to date (through September's billing) total $283,456.04. (Last year through
September's billing, we had accumulated a PCA total of$501,195.61.) Through the budgeting
process for 2012 we had designated up to $500,000 in PCAs to be absorbed by ERMU and not
passed along to our customers. Barring any huge PCAs coming this final quarter we should be
able to have $0 PCAs passed along this year. I will continue to update the commission on the
PCA amount in my staff updates.

• Continue rebuilding Quinn Avenue and 6th Street by Cretex.
• Continue rebuilding O'Day and O'Brien Avenue in Otsego.
• Continue working on changing out fuse pads.
• Sherburne County Court House upgraded the service at the chiller building. We had to
put a larger transformer in.
• Installed a three phase service for Auto Zone.
• Installed a three phase service at the Landfill.
• When Michel's was in town installing fiber, at the same time we had them install some
wire for us at three different locations. They were able to pull it in the same bore hole.
• Started working on Fresno St. Rebuild. We are making up wire that Michel's installed
and we will eventually remove the rear lot line overhead wire.

DISCUSSION:
• The Locating department had a total of 368 locate tickets for the month of October; three
of them being emergency tickets, 2 boundary surveys, 16 cancellations, 8 meets, 317
normal and 16 updated tickets.
• In October, the Security Systems Department had a total of 120 phone contacts, ten new
systems quoted, 15 system sales made, 18 installs completed, 37 service calls made and
10 personal visits.
• Field staff are going through some security measures and training through GRE to be able
to use the SCADA. Meter Technicians continue with the meter reading, power bill,
substation checks and off-peak issues.
• The power plant staff did the monthly run of the generators (no issues). Steve and Jeff
continue helping out the line crews by operating the bore rig for installing underground
cable on 6th St. and Quinn Ave.

DISCUSSION:
• The Minnesota Department of Health has asked that we amend our Wellhead Protection
Plan (WHP) to include a segment regarding fuel tank observation within our WHP area.
We will have an extension of 120 days to review the information and bring it back for
approval. The WHP managers are planning to hold a public hearing on Tuesday, January
8, 2013, prior to the ERMU Commission meeting. At the commission meeting, we will
then ask for the revisions to be approved so we may then re-submit the finalized
Wellhead Protection Plans to The Minnesota Department of Health.
• Eric Volk, our lead water operator, has started with Elk River Utilities. He has worked for
the city of Blaine for 10 years and also has 20 years of experience in the Minnesota Air
National Guard. He has knowledge in fire hydrants, water mains, meters, and treatment
plants. Eric's excellent communication skills and background in water services will make
him a great fit with our system.

• Working to wrap-up efficiency rebates for 2012. Deadline is November 16`h for
completed projects for 2012 funding.
• Responding to high use customer questions. Provide applications for Project Conserve to
customers to provide additional education on how energy is consumed and how to save.
• Landfill Gas to Electric Generation 10 year anniversary was a success.
• Landfill, cow power, and GRE tour for North Hennepin Community College
environmental studies class. Had one additional student form U of M attend the tour.
• Analysis of commercial rates and programs.
