1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Economic Development
Authority was called to order at 5:30 p.m. by President Tveite.
2. Consider Agenda
MOVED BY COMMISSIONER GUMPHREY AND SECONDED BY
COMMISSIONER MOTIN TO APPROVE THE NOVEMBER 13,2012, EDA
AGENDA. MOTION CARRIED 6-0.
3. Consider Consent Agenda
MOVED BY COMMISSIONER PROVO AND SECONDED BY
COMMISSIONER ZERWAS TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. OCTOBER 8,2012,REGULAR MEETING MINUTES.
3.2. CHECK REGISTER AS OUTLINED IN THE STAFF REPORT.
3.3. BALANCE SHEET AS OUTLINED IN THE STAFF REPORT.
3.4. REVENUE/EXPENDITURE REPORT AS OUTLINED IN THE STAFF
REPORT.
3.5. RESOLUTION 12-04 CALLING FOR A PUBLIC HEARING TO
CONSIDER REFUNDING YMCA BONDS.
MOTION CARRIED 6-0.
4. Open Forum
No one was present for open forum.
5. Discuss Disposition of Northstar Business Park—Oudot A
Ms.Deckert presented her staff report. She noted that Commissioner Provo must abstain
from voting because it would be a conflict of interest as he is interested in purchasing this
property.

President Tveite stated he is in favor of selling the lot through a bidding process in order to
make sure it is a fair sale.
Commissioner Motin indicated he would like to see an appraisal on the property.He
expressed concerns with hunting on the property due to its close proximity to roads and
buildings.
Commissioner Westgaard would like to see either an appraisal or bidding process to make
sure the sale is fair for everyone. He has no concerns with the hunting because the Police
Department will determine whether or not hunting is allowed.
President Tveite stated that he would like to make it clear that if the land is sold for the
purpose of hunting,that hunting is not guaranteed to always be a permitted use.Ms.Deckert
indicated that could be outlined in the purchase agreement.
Mr. Provo explained that any person can apply at the Police Department to bow hunt
anywhere in Elk River at any time. He stated that the Police Department reviews each
request for safety before issuing a permit.He stated that it would be worth it to him to have
the property because his building is adjacent and he understands hunting the property is not
a guarantee,but he is interested in purchasing the property anyway because it is adjacent to
his current building.
Ms.Deckert confirmed that a property appraisal will be conducted on the property.

COMMISSIONER ZERWAS TO ADVERTISE THE SALE OF OUTLOT A IN
THE NORTHSTAR BUSINESS PARK THROUGH A PUBLIC BIDDING
PROCESS. MOTION CARRIED 5-0. Commissioner Provo abstained.
6. DTED Funding Program Update
Ms.Deckert presented her staff report.
7. Manufacturer's Week/Elk River High School Partnership Update
Ms.Deckert provided an update as outlined in her staff report.
Commissioner Zerwas stated that he attended a manufacturing tour at Alliance Machine and
MetalCraft and that the students at both locations were very engaged and the instructors
were pleased with the tours.
Commissioner Provo indicated that he felt the tours went really well and that the students
showed more interest in the tours than he anticipated. He added that he is assisting the
schools with creating an internship program.
8. Announcements
Mr.Wilfahrt provided an update on the Minnesota Commercial Association of Realtors
Expo. He stated that staff was there to promote data center opportunities with Elk River
Municipal Utilities.

9. Adjournment
There being no other business,President Tveite adjourned the meeting of the Elk River
Economic Development Authority at 5:49 p.m.
