Interim Street Superintendent Mark Thompson will provide remarks regarding Mr. Hals' service.
Mayor Dietz and Council are welcomed to commend Mr. Hals before presenting a commemorative
plaque.

PROCLAMATION
WHEREAS, Phil Hals has retired from the Street Department after 30 years of service
to the community;and
WHEREAS, Phil has earned the respect and friendship of his peers, co-workers,and
the community;and
WHEREAS, for his dedicated service to the community,the Elk River City Council,
fellow employees, and citizens of the community extend their sincere
appreciation to Phil and wish him a long,happy,and healthy retirement!
THEREFORE, I,John J. Dietz,Mayor of the City of Elk River, do hereby proclaim
