This item was discussed during the December 10, 2012,work session and Council consensus was to bring

Consider update to personnel policy to allow for premium pay for liquor store employees performing
floor refinishing or product inventory on a Sunday. Premium pay would be at a rate equal to 1.5 times
the employee's regular rate of pay.
BACKGROUND/DISCUSSION
Due to the Municipal Liquor Stores being open Monday thru Saturday there may be times when
inventory or floor cleaning may require part-time staff assisting on a Sunday when no customers or
product placement is happening.
Inventory—The liquor stores currently do not perform a one-time complete year-end inventory,but we
do "cycle-counts"where we are always picking a product and reconciling our counts. This has proven to
keep our inventory current year round versus a one-time count at the end of the year. While we have not
had the need for premium pay for inventory it would be beneficial to put it in the personnel policy if a
decision to change the inventory process is necessary.
Maintenance/Floor cleaning—Once a year our building maintenance staff polishes and deep cleans the
floors at both stores on a Sunday. This process takes about four hours and several hours to dry.
Currently our building maintenance staff performs the task on a Sunday when no customers or traffic is
happening in the stores. We would like the Council to consider allowing part-time liquor employees from
the store to work with the assistant building maintenance staff person.
A few benefits of the change:
• Hourly rate is lower than full-time building maintenance staff.
• Employees of the liquor stores are trained and take ownership in the stores maintenance.
FINANCIAL IMPACT
This will produce a net overall savings since the part-time premium rate will be approximately$14.07
compared to a full-time building maintenance position overtime rate of$28.31. The average cost (4
hours) for the additional premium pay for the part-time staff is $37.52 per store compared to the full-time
position overtime pay of$113.24 per store.

Call Out and Premium Pay
Employees called to work on an unscheduled or emergency basis shall receive a minimum of
two(2)hours call out pay. Overtime pay for holidays is explained in the Holidays section of this
manual.
Liquor store employees performing floor refinishing or product inventory on a Sunday will
receive premium pay of one and one half times their regular rate of pay for their hours worked.
