Liquor and Tobacco Fees
During review of the City's fee schedule at the beginning of the year, the Council requested
staff to review the City's fee structure in relation to tobacco and liquor fees. Review of these
fees entailed conducting a survey on tobacco and liquor fees being charged by other cities.
The cities that were surveyed were chosen randomly trying to get a variety of types of cities
including those in close proximity to Elk River.

Tobacco
The average tobacco fee charged by those surveyed is approximately $160 per year. Elk
River currently charges $100. This fee was increased in 1999 from $25.00 following adoption
of the City's new tobacco compliance ordinance. The increase was based on state mandates
placed on cities regarding tobacco law enforcement.
