SR 06-10-2002TO: FROM: DATE: SUBJECT: MEMORANDUM Mayor and City Council Sandy Peine, City Clerk June 10, 2002 Renewal of Liquor Licenses Item # 5.4A REQUEST Renewal of liquor licenses for the 2002-2003 licensing year APPLICANTS List of applicants is attached BACKGROUND Liquor licenses run from July 1 through June 30. All of the establishments must submit the appropriate documentation and license fees. Background checks are necessary for the renewals of on-sale, wine, and club licenses. ACTION REQUESTED Council motion to approve the liquor licenses as attached for the 2002-2003 licensing year contingent upon the completion of background checks and that the applicants have submitted all materials. MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor and City Council Sandra Peine, City Clerk June 10, 2002 Wapiti Park The Council requested that the Wapiti Park issue be revisited prior to issuance of the 3.2% beer licenses. These licenses are now up for renewal. Chief Zerwas has indicated that there have been no noise or alcohol related complaints at Wapiti Park since the Council last reviewed this issue in April 2002. City Council Minutes April 22, 2002 Page 3 5.3. 5.4. The Council discussed the issue of using St. Andrew's Church as a polling location. Following Council discussion it was the consensus of the Council that it would be best to use the Senior Center as a polling location for Precinct 4B. The City Clerk noted that the resolution would be amended to reflect this change. COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-37 DESIGNATING POLLING PLACES FOR THE CITY OF ELK RIVER WITH THE AMENDMENT SHOWING THE SENIOR CENTER AS THE POLLING LOCATION FOR PRECINCT 4B. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. Wapiti Park Consumption and Display Permit The Mayor noted that the Council previously requested that this item be revisited by the Council following a report from the Chief of Police of incidents that have taken place at Wapiti Park during the past year. Chief Zerwas informed the Council that the police department has received 86 calls for service to varying degrees over a 16-month period, many of which were nuisance related. He also indicated that he has received complaints from citizens regarding noise. The Chief indicated that Ms. Glen is working with the police department to try to get the situation under control. Juanita Glen, Wapiti Park manager, informed the Council that she has implemented rules for the campground and is attempting to get rid of the problem people. Ms. Glen handed out the campground rules to the Council. Mayor Kdinzing indicated that it is the recommendation of the Chief of Police that Wapiti Park Campgrounds is put on notice that there is currently a problem at the campground. Councilmember Dietz indicated that if the problem continues, the Council should consider not renewing the beer license that will be due on July 1. Susan Sevruid, 5349 Park Avenue South, Minneapolis, MN, stated that she keeps a motor home at the camp. She noted that not all 86 calls are related to the sale of beer and does not feel the 3.2 liquor license is the problem. She further noted that the camp is providing a place where low income working people can have a home that is respectable. Mayor Klinzing stated that Wapiti Park is not a place for permanent living. COUNCILMEMBER TVEITE MOVED TO APPROVE THE CONSUMPTION AND DISPLAY PERMIT FOR WAPITI PARK CAMPGROUNDS WITH THE STIPULATION THAT THE COUNCIL REVISITS THE ISSUE WHEN LIQUOR LICENSES ARE RENEWED IN JUNE. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 4-0.
