Background:
Councilmembers Gumphrey and Westgaard's terms expired December 31,2012. Councilmember
Zerwas was also a member of the EDA and his vacancy needs to be filled.
Action:
Council motion appointing 3 Councilmembers to the EDA with term expirations to run
concurrently with their Council terms.
1b) Arena Commission Voting Member
Background:
Former Councilmember Gumphrey served on the Arena Commission with a term expiration of
February 28,2013. City ordinance states that one representative of the City Council shall serve as a
member of the Arena Commission.
Action:
Council motion appointing 1 Councilmember to the Arena Commission for a term to expire
February 28,2016.

1c) Utilities Commission
Background:
City ordinance states that one representative of the City Council shall serve as a member of the
Utilities Commission. Mayor Dietz is the current Council representative on the Commission with a
term expiration of February 28, 2013.
Action
Council motion appointing 1 Councilmember to the Utilities Commission with a term expiration of
February 28,2016.
1d) Administrative Hearing Board
Background::
Councilmember Motin and former Councilmember Gumphrey's term on the Administrative
Hearing Board expired December 31,2012.This board meets on an as-needed basis.
Action:
Council motion appointing 2 Councilrnembers to the Administrative Hearing Board with term
expirations of December 31,2013.
2. Consider Liaisons/Non-Voting Members
Background::
In January 2011, Council made liaison appointments to various boards. Prior to 2009 these
appointments were originally for one year but the Council didn't feel this was enough time to work
with each board and to be involved with some of the lengthier projects of the Boards. Council
decided to make the liaison appointments valid for two years.
Action:
Council motion filling the following Council liaison appointments to December 31,2014:
1. Heritage Preservation Commission
2. Library Board
3. Parks and Recreation Commission
4. Planning Commission

3. Region 7W Transportation Policy Board
Background:
Former Councihnember Zerwas was the municipal representative on the Region 7W Transportation
Policy Board. Sherburne County has indicated they would like the City Council to appoint a
replacement for Councilmember Zerwas.
Action:
Council motion selecting 1 Councilmember to be considered by the Sherburne County Board for
appointment to the Region 7W Transportation Policy Board.
