11-14-2012 PR MIN MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, NOVEMBER 14, 2012 Members Present: Chair Anderson, Commissioners Ahlness,Kallemeyn,Karlsen,Niziolek, Nystrom, and Sagan Council Liaison: Mayor Dietz Staff Present: Michael Hecker,Parks and Recreation Director, Steve Benoit,Recreation Manager 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider November 14,2012 Parks &Recreation Commission Agenda MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER AHLNESS TO APPROVE THE OCTOBER 10,2012 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 6-0. 3.1. Consider Minutes of October 3, 2012 Parks &Recreation Commission Work Session MOVED BY COMMISSIONER KALLEMEYN AND SECONDED BY COMMISSIONER NYSTROM TO APPROVE THE OCTOBER 3, 2012 PARKS AND RECREATION COMMISSION WORK SESSION MINUTES. MOTION CARRIED 7-0. 3.2. Consider Minutes of October 10, 2012 Parks &Recreation Commission Meeting MOVED BY COMMISSIONER KALLEMEYN AND SECONDED BY COMMISSIONER SAGAN TO APPROVE THE OCTOBER 10, 2012 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 7-0. 4. Open Forum- None 5. Park/Program Highlight Recreation Manager, Steve Benoit shared program highlights of the 13`h Annual Family Fright Night. Park&Recreation Commission Minutes Page 2 November 14,2012 6. Discussion Items 6.1. NRPA Conservation Video Parks and Recreation Director,Michael Hecker presented a video that was presented at the National Recreation and Parks Association annual conference. 7. Parks &Recreation Director Report Parks and Recreation Director,Michael Hecker updated commission members on upcoming Parks and Recreation Commission meetings and Field and Facility Use Allocation Committee meetings. Mr. Hecker shared several department updates that included items such as,the closing on Bailey Point property will be on November 20`h and that the City Council will be considering the $250,000 for the Park Improvement Fund. Mayor Dietz reported the City Council's discussion regarding the 2013 Park Improvement Fund and the Ice Arena renovation options. 8. Division Manager's Reports Recreation Manager, Steve Benoit reported that staff worked heavily on our new recreation software system called RecTrac. Mr.Benoit shared the Activity Center Report and Ice Arena Report. Mayor Dietz asked if there was a membership required to use the Activity Center and if there is a resident versus non-resident fee. Mr. Benoit explained that the membership is one fee and that it is not required to utilize the facility. Mayor Dietz asked how the Farmer's Market program went this summer in the new location downtown. Mr. Benoit shared the vendors that were there expressed that they made more sales this year and were excited to have it downtown however,would like to have it open past 6pm. Commissioner Sagan asked if there could be several locations offered. Mr. Benoit explained that it could be looked at in the future as the program grows. 9. Announcements 10.
