BACKGROUND/DISCUSSION
Since the skate park at Lions Park was installed in 2004, it has been a maintenance problem due to the
quality of the installation. Along with the ongoing maintenance,vandalism has been an issue since the
installation also.
Maintenance
The maintenance of the skate park has been an ongoing effort since its installation. The surface panels
constantly need replacing and/or need to be refastened to the wood substructure. With the constant
refastening of the surface with wood screws, many portions of the wood substructure no longer have any
material left to fasten to resulting in unsafe areas. Screws are constantly working their way above the
riding surface resulting in "tripping" hazards.
Because the riding surface panels cost approximately$300 per 4'x8' sheet, staff utilizes as much as
possible of each sheet. This result in using many smaller pieces causing extra seems which is not ideal for
a safe riding surface. Staff estimates they need about four sheets each year to replace broken/vandalized
sections.
The metal transition panels at the bottom of the ramps often are curling up and need to be bent back
down to provide a safe transition. In some cases they had to be fastened to the concrete which is not
recommended as it does not allow for expansion and contraction of the material, creating other
problems.
Vandalism
The maintenance staff believes the amount of liter and graffiti would be reduced significantly with the
removal of the skate park Staff spends a significant amount of time cleaning up and removing graffiti
and replacing both band shell benches boards and shingles on the band shell.
Staff will be providing pictures of all of the concerns at the regular Parks and Recreation Commission
meeting on December 12,2012. Staff would like to discuss with the Parks and Recreation Commission

the removal the skate park permanently and if given that direction, staff would put that recommendation
on the January agenda for action.
The skate park has generated a significant amount of police activity since it came in to existence.
