SUBJECT: Consider Lease for House at Woodland Trails Park
In 1992 the city purchased a house, garage, and approximately two acres of land from Lloyd
and Sue Nord. This property is east of County Road 1 at the entrance into the Woodland
Trails Park direcdy north of the golf club. Prior to this purchase the only access to the park
was an undeveloped easement across this property. Prior to this purchase there was no
parking lot in Woodland Trails Park and anyone who wanted to use the park generally used
the golf course parking lot.
This house is still owned by the city and for the past six years has been rented by one family.
This family has recently purchased a home and has moved out. Street/Park Superintendent
Phil Hals is inspecting the property to see what type of routine repair and maintenance needs
to take place prior to the house being rented out again.
Mayor I~dinzing and HRA Commissioner Jean Lieser have discussed the need for transitional
housing with city staff, the City Council, and the HRA over the past year or so. The lack of
available housing after the Red Carpet Inn incident is the recent situation that highlighted
the need for transitional housing in Elk River.
Mayor IClinzing and Commissioner Lieser have been ~vorking with other local citizens and a
non-profit organization in order to help establish transitional housing in Elk River. The city
now has an opportunity to assist in this endeavor by leasing the Woodland Trails Park house
to the non-profit organization. By leasing this house to the organization, the city would then
not be leasing to individuals for transitional housing and should not have those typical
landlord responsibilities in terms of dealing with individual tenants.
Prior to even beginning to work out details (on who is responsible for what) and prior to
drafting any type of lease agreement, this issue needs to be discussed by the City Council.
Mayor Kdinzing will be addressing this issue to receive Council feedback and direction on
Monday, June 10, 2002.
