ACTION REQUESTED
Motion to approve the request to apply for a grant to the Minnesota Historical Society for funding to
conduct an archeological survey of Bailey Point.
The purchase of the Bailey Point property was made possible through a Minnesota DNR Natural and
Scenic Area Grant approved on November 22, 2012. As part of the grant agreement, the city is required
to conduct an archeological survey prior to the final reimbursement of the grant funds for the acquisition.
The city will engage a professional archeologist and interested volunteers to complete the survey project.
The project will be conducted to meet the standards of the Minnesota State Historical Preservation
Office. Public participation will be encouraged using the very successful methods used by St. Cloud State
University in the past. Volunteers will be paired with professional staff and encouraged to participate in
all aspects of the field work. Daily tours will be given for interested individuals. Staff expects that the
survey will take approximately two weeks, preferably during the month of June, in conjunction with Art
Soup.
Staff is recommending that the funding for this required archeological project be paid for with a grant
through the Minnesota Historical Society. Community support is a requirement of the grant process and
the initial step is for the City Council to approve this request for action. The Park and Recreation
Commission recommended approval of the request at their January 9, 2013, meeting, and the Heritage
Preservation Commission recommended approval of the request at their January 17, 2013, meeting.
