A,CKGROUND/ ISCUSSION
The deadline to submit applications for the Ward 1 council seat vacancy was Tuesday, January 15, 2013.
We have received applications from five candidates.

• Nick Freitag
• Barbara Olsen
• Bernard Rupert
• Stewart Wilson
One of the candidates will be out of town from January 18 -27, so we will need to push the proposed
timeline back.
The following timeline is proposed:

If the proposed timeline is acceptable to the council, the postcard, mailed this week, will inform Ward 1
residents that a Candidate Forum will take place beginning at 1 p.m., on Saturday, February 9. Residents
are invited to attend, submit questions, and provide public comment about their preferred candidate.

Council Interviews
The Council will have 20 -30 minutes with each candidate and a prepared list of questions. Following the
interviews, the Council may propose to forward two or more candidates for consideration at the Citizen
Forum.
Citizen Forum
We propose to invite the Citizens League or similar organization to facilitate a forum in which each
candidate will answer questions from a predetermined list. As a follow -up, residents will be invited to ask
questions as well.
Selection
At the February 11 work session, each Council member will have an opportunity to discuss the process
and articulate support for their preferred candidate. Following the discussion, the Mayor will ask for
nominees. There are a couple of processes we can use to determine the appointment.
Official Appointment and Swearing -in
I propose to appoint the new member after consideration on February 11 and swear in the new member
at the following meeting on February 18.
