Jeremy Barnhart reviewed the staff report. He stated that approval of the variance would
allow 43 percent of the site to be covered by impervious materials (concrete,roof,asphalt).
Staff recommends approval of the variance with the condition that the new sidewalk be
constructed with pervious pavers or an approved equal material.
Vice Chair Westberg opened the public hearing. No comments were received and the
public hearing was closed.
Commissioner Anderson stated that he did not recall having a condition placed on a
variance. Mr.Barnhart stated that the condition helps to ensure the intent for the pavers.
Commissioner Anderson stated that he is not in favor of having a church in the downtown.
Commissioner Bell stated that he supported the variance, since any business that would try
to locate on the site would also need a variance. Commissioners Johnson and Konietzko
