Approve by motion the position descriptions of Community Operations and Development Deputy
Director,IT Support Assistant, Parks and Recreation Intern/Temporary Assistant, and IT Specialist.
BACKGROUND/DISCUSSION
Attached are position descriptions for three new positions that were approved and are funded in the 2013
budget. These are Community Operations and Development Deputy Director, IT Support Assistant
(part-time), and Parks and Recreation Intern/Temporary Assistant.
Also included for your review and approval is the updated position description for the position of IT
Specialist. Based on a review of the position responsibilities and requirements, a pay grade adjustment
and title change were recommended and approved by the Council in 2011 during budget discussions.
The request before you now is for formal approval of the position description and has no effect on pay.
The pay grade change was effective January 1, 2012.
FINANCIAL IMPACT
There is no financial impact. These positions are all included in the 2013 budget.

Positions Supervised:
Directly and indirectly supervises Environmental Administrator,Planning Manager,Director of
Economic Development, Sr. Administrative Assistant, City Engineer, Street Superintendent and
Chief Wastewater Operator.
Position Summary
The Deputy Director is responsible for the management,leadership,and oversight of the Planning
and Economic Development Divisions. Assists with management and oversight of all divisions of
the Community Operations and Development Department.
Essential Functions
1. Directs and supervises respective operations to achieve goals within available resources.
A. Trains,develops, and motivates staff.
B. Plans,directs and reviews staff work plan including work activities,projects and
programs.
C. Evaluates work products, methods and procedures;meets with staff to identify and
resolve problems.
D. Evaluates employee performance on a formal and informal basis and creates job
performance improvement plans as appropriate.
2. Provides leadership and direction in the efforts of community development related to short
and long range plans and projects.
A. Gathers,interprets,and prepares data for studies,reports, and recommendations.
B. Coordinates department activities with other departments and agencies as needed.
3. Serve as staff on a variety of boards, commissions and committees; coordinate with City
staff on all levels regarding citywide issues.
4. Research state and federal laws,rules,and procedures related to assigned responsibilities and
duties;monitors inter-governmental decisions and legislative initiatives affecting department
operations and takes appropriate action.
5. Provides information and consultation to the City Council, City Administrator, Community
and Operations Development Director,Planning Commission, EDA and HRA,as well as
county, state, and federal agencies.

6. Understands the basic functions and responsibilities of business expansion and provides
leadership to facilitate long term economic growth in the community
7. Implements the City's comprehensive planning process objectives.
8. Respond to inquiries and complaints from external agencies, elected officials, staff and the
general public relative to assigned area.
9. Provides guidance, analysis, and departmental approval on community development/
redevelopment incentive agreements.
10. Analyzes and implements infra-departmental programs and processes to ensure proper
service delivery to the general public.
11. Assists in preparing and administering annual departmental budget including the controls
necessary to ensure budgetary compliance.
12. Performs other essential job duties.

larger.

❑ Master's degree in urban studies,public administration, or closely related field.

1. Assists in the development of a parks maintenance plan.
A. Inventories the city's park system and reviews assets.
B. Develops an outline of the tasks,procedures and policies required to maintain the
city's park system.
2. Develops and operates recreation programs.
A. Coordinates, schedules and supervises programs.
B. Assists with existing special events and day camps.
C. Organizes volunteers,procures equipment and assists in set up.
D. Evaluates success of programs, events and camps.
