ACTION REQUESTED
Discuss Municipal State Aid (MSA) rule changes and review current MSA routes.
BACKGROUND/DISCUSSION
There have been some recent changes to the MSA rules that have the potential to negatively affect the
yearly State Aid allocation received by the City of Elk River. These rule changes are summarized in the
attached email from our District State Aid Engineer. Staff will be prepared to give an overview of the
rule changes and what system modification we should consider to minimize the impact of said changes.

The MSAS screening board approved last Friday moving ahead with the new needs calculations phased in beginning in
2014 allocations. I have attached a power point from the Conference as fyi. The important attachment for all District 3
cities to be aware of if how the new program will calculate your needs. As you will see from the Urban Quanity
Table the higher the existing ADT is on your route the more needs that roadway segment will generate for your
city. Note all calculations will be based on existing ADT not projected. (Non existing routes will be in the lowest
category)
My recommendation is you should consider reviewing your current MSAS system to make sure you are comfortable with
the routes you currently have and consider any changes to your systems that may improve your state aid needs
adjustment. Any system changes for this year must be sent to your DSAE by June 15t, 2013. 1 am available to answer
any questions you may have on this new system and training will be coming soon. If I can't answer I can always call
Marshall.
