City/County Engineering Meeting

County Road 44 Reconstruction Status
Terry Maurer reviewed the past meetings Dave Schwarting and Terry had
regarding this issue. Terry also updated the attendees on the history of the
project relative to Elk River City Council discussions. Then Dave Schwarting
gave a brief introduction on the financial issues involved with the project. The
project was identified by Sherburne County to be one of several projects
throughout the County proposed to be financed by bonding. There are
approximately five to six projects left to complete, with CR 44 being one of
them. The County has re-estimated the remaining projects, taking into
account the cost of actual projects completed, and are currently estimated to
be about three million dollars short to complete all of the work identified for
the bonding program.
The projected traffic count for the road 20 years in the future is estimated at
9,100+/- vehicles per day. There was discussion about the type of design. It
will likely be an urban design with concrete curb and gutter and storm sewer,
given the limited right-of-way. There was significant discussion regarding
whether or not two lanes is sufficient or additional turn lanes would be
needed at all or several of the intersecting streets. There was some
discussion regarding Westwood subdivision and the potential to close one or
two of the accesses from this area. Other items discussed were the need
from the City's perspective for a sidewalk/trail for pedestrian movements
along the CR 44 alignment. In addition, potential construction issues relative
to the fact that the only access from the Westwood subdivision and the
industrial park is CR 44. This would lead to some sort of phase construction.
The other topic of discussion was how to accomplish this project assuming
that funding would be available to construct it in 2005. The County indicated
that they do not have sufficient staff available and would have to use a
consultant if the City was unwilling to participate in the design and
construction activities. The City indicated that they might be willing to
participate in the design of the project, but want to ensure that the project is
presented to the public as a County project rather than a City project. There
was brief discussion on how this could be accomplished, such as holding
informational meetings at the County facility and sending notices on County
letterhead.

In conclusion, it was determined that Terry Maurer would meet with Rhonda
Lewis to determine a reasonable process for accomplishing the
reconstruction of CR 44 in 2005. After that discussion, Terry would bring the
issue back to the Elk River City Council meeting on December 15, 2003, for
Council discussion; Terry would follow up with Dave Schwarting early on
Tuesday, December 16, 2003, to inform him of the discussion and any
decisions made by the City Council the previous night. Dave would then
have the CR 44 issue on the County Board agenda on Tuesday, December
16, 2003.
County Road 40 Alignments
Rhonda Lewis presented three different alignments for CR 40 (Cleveland
Avenue) as it intersects CSAH 12. The three different alignments were all
options to create a four-legged intersection with Fillmore Street/CR 40 and
CSAH 12.
Terry Maurer indicated he had just mailed a letter to Rhonda's attention
summarizing the City staff's feeling on the three alignments. Staff input was
sought from Terry Maurer and Rebecca Haug, Environmental Technician.
Terry went on to indicate that all three alignments have problems with either
major environmental issues from the crossing of Trott Brook and/or flood
plain and wetlands associated with Trott Brook and the potential land
acquisition and taking of residential homes. Terry indicated that his
conclusion was that he felt given all the variables associated with this issue,
the current alignment with the offsetting "T" intersections approximately a
quarter mile apart on CSAH 12 was the best scenario.
There was some discussion of these issues with the participants. The
consensus of the group was that the current alignment of CR 40 as it
approaches CSAH 12 should stay. It was agreed that if there were any
further development proposals for lands south of CSAH 12 at CR 40 they
would include County review for any opportunity to realign Fillmore Street to
meet CSAH 12 at CR 40.
Terry indicated that he would bring the official map that the County had
prepared for the right-of-way acquisition needed along CR 40 from CSAH 12
to CSAH 13 back to the City Council meeting. He indicated that he would talk
to County Attorney, Kathy Haney, relative to some official map questions that
he had prior to bringing the issue back before the City Council.
County Road 33 Realignment (East of TH 169)
Dave Schwarting briefly updated the meeting participants on a request the
County Highway Department had made to MnDOT for some planning dollars
to look at a CR 33 alignment east of TH 169 as it approaches Anoka County.
This is an issue that the City Council of Elk River has asked the County in the
past to begin studying. Dave indicated that Curt Eastlund was the MnDOT
representative that he had been discussing this issue with. Dave was
concerned that with Curt's death, the issue may fall through the cracks and
may not appear in the funding scenario from MnDOT.

Dave briefly updated the participants on the process of the realignment of CR
33 on the west side of TH 169.
Next Meeting
It was discussed that the next meeting between the City and the County,
including elected officials and administrators would be at 3:30 p.m., Tuesday,
February 24, 2004, at the County facilities. One item that was noted to be
discussed at that meeting was County Road 77 and County Road 1.
