BACKGROUND At the November 17, 2003, Council meeting, the Council reviewed the proposed 2004 fees. Council did not recommend any changes at that meeting. However, in addition to what was reviewed at that meeting, Building and Environmental Admimstrator Stephen Rohlf is recommending that plumbing permits be charged at a rate of 1.5 percent of the valuation of the work, the same as we are currendy charging for heating, ventilation and air conditioning permits. He also has proposed increasing the permit for septic installation and repair from $60 to $100. In the attached fee schedule, the proposed changes are highlighted. The current fee amount to be changed or eliminated is illustrated with a strikethrough. State law requires any fees dealing with land use to be enacted through ordinance with a public hearing. Pursuant to Minnesota Law, and the Elk River City Code, a fee schedule for City services and licensing is hereby adopted. 2004 Master Fee Schedule. Minimum Fee In no case shall the fee charged for any permit issued by the Chief Building Inspector be less than Forty-five Dollars ($45.00). Basic Fees The fees for all fuel-gas piping permits shall be computed on the basis of the number of fuel-gas appliances. The fee for each appliance so provided for shall, except as hereinafter otherwise specifically provided, be Six Dollars ($6.00) for each fuel-gas appliance. (B) Where any such permit is issued for roughing-in of fuel-gas lines for future appliances, a fee of Six Dollars ($6.00) shall be charged for each line or lines. (c) In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and future fuel-gas lines mn for appliance, a Six Dollar ($6.00) charge for the main fuel-gas supply in the building shall be charged. Page 13 MEMORANDUM TO: Mayor and City Council FROM: Stephen Rohlf, Building and Environmental Administrator DATE: December 15, 2003 SUBJECT: Consider Changes to Plumbing and Septic Permit Fees The Building and Environmental Department reviewed the fees pertaining to the various permits issued by the Department to determine if the amounts charged are proportionate to the work they generate. The Building and Environmental Department feels the fees charged for their items are appropriate with two exceptions. The following increases are recommended: Plumbing Permits Currently, plumbing permits are being charged as shown Exhibit "D" attached to this memo. The current fee is insufficient for the amount of work plumbing permits generate for the Department. Staff is recommending plumbing permits be charged at a rate of 1.5 percent of the valuation of the work, the same as Heating, Ventilation and Air Conditioning Permits are charged. The proposed change to plumbing permit fees is reflected on "Exhibit E" of the 2004 Fee Schedule. Septic Permits For a number of years the city has charged $60 for a Septic Permit. Due to new regulations that have increased the amount of time spent on reviewing the design and inspecting septic systems, along with increased staff expenses, staff recommends the fee for this type of permit be increased to $100. The City Council of the City of Elk River has determined that Ordinance 03-__ should be published in summary form. SUMMARY OF ORDINANCE #03- __ AN ORDINANCE OF THE CITY OF ELK RIVER ADOPTING THE 2004 FEE SCHEDULE The City of Elk River does ordain: On December 15, 2003, the Elk River City Council adopted Ordinance 03-__ adopting the 2004 fee schedule. This Master Fee Schedule, referred to as Exhibit A, B, C, D, and E has made slight increases, decreases, and elimination of some of the City services and licensing fees. To be increased: assessment search certification; park dedication fee of residential and commercial sites; permits for septic installation and repair; plumbing permits, and sewer availability charge. To be decreased: fireworks sales permit or renewal. Charges to be eliminated: cost for Community Profile; copying; permit to carry handgun; marketing brochure; and railroad parking lot sticker. New charge: reproduction of CD or DVD. A printed copy of the full text of the Ordinance and Master Fee Schedule, referred to as Exhibit A, B, C, D, and E in Ordinance 03-__, is available for public inspection at the office of the Elk River City Clerk, 13065 Orono Parkway, during regular business hours - 8:00 a.m. to 4:30 p.m., Monday through Friday. This summary of Ordinance #03- has been approved by the City Council, by at least four-fifths vote, on December 15, 2003. Ordinance 03- shall become effective beginning January 1, 2004.
