ACTION REQUESTED
Approve by motion the promotion of Jeremy Barnhart to Community Operations and Development
Deputy Director.
BACKGROUND/DISCUSSION
On January 12, 2013,we posted the Community Operations and Development Deputy Director position
open to current city employees. We received only one letter of interest and were pleased that it was from
Jeremy Barnhart.
Jeremy has worked for the city as the Planning Manager since May 2006, and has proved to be a
dedicated professional. During past vacancies of the department director,Jeremy took the initiative to
lead the Community Development Department to ensure staff remained cohesive and continued to
operate effectively. Jeremy meets or exceeds all of the qualifications for this position and we are excited
to offer it to him.
Upon council approval,Jeremy will begin his new position tomorrow,March 5, 2013, at pay grade 14,
step C. Based on satisfactory performance,Jeremy will be eligible for a step increase following six
months in this position. As negotiated when he was hired in 2006,Jeremy will continue to accrue
vacation at the rate of three weeks per year until he is due to increase per the city's vacation schedule. All
other pay increases and benefits will be consistent with city policy.
FINANCIAL IMPACT
Funds for this promotion are included in the 2013 budget. Funds were budgeted for both the planning
manager and the community operations and development deputy director positions. Jeremy will continue
to perform some of the planning manager duties and others will be allocated between the planner and a
budgeted planning intern position that will be filled in the near future.
