ACTION REQUESTED
Adopt by motion the resolution approving the plans and specifications and authorizing the advertisement
for bids in the matter of the 2013 Street Improvement project.
BACKGROUND/DISCUSSION
WSB &Associates, Inc.,will present the project's proposed improvements. The presentation will include
a project overview and address design elements in the final plans that were revised from the feasibility
report based on input received at the improvement hearing. A meeting was held on February 19 with all
affected city and municipal utility departments to assure their concerns and needs were included in the
final design. The schedule for the project is as follows:
• Neighborhood Open House Dec. 13. 2012
• Feasibility Report approved by City Council Jan. 7, 2013
• Public Hearing/Project Ordered Feb. 4, 2013
• Approve Plans/Authorize Bids March 4, 2013
• Open Bids April 2, 2013
• Assessment Hearing/Award Contract May 20, 2013
• Construction June—Sept. 2013
Upon conclusion of the presentation, staff asks the City Council to adopt the attached resolution that
approves the plans and authorizes the advertisement for bids.
FINANCIAL IMPACT
The estimated project costs of$3,685,000 are still consistent with the estimates provided in the
preliminary engineering report. A final cost breakdown will be refined upon opening of public bids and
before award of the construction contract. No expenditures above previously approved project
administration fees are associated with the adoption of the attached resolution.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE 2013
STREET IMPROVEMENT PROJECT
WHEREAS, pursuant to Resolution 13-07,WSB and Associates,at the direction of the City
Engineer,has prepared plans and specifications for the 2013 Street Improvement,
which plans and specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by
this reference, are hereby approved.
2. The City Clerk shall prepare and obtain the publication of an advertisement for bids for the
making of the improvement pursuant to the attached plans and specifications. The
advertisement shall be published for 21 days, shall specify the work to be done,and shall
state that the bids will be received by the City Clerk until 10:00 a.m. on April 2, 2013, at
which time the bids will be publicly opened in the Council Chambers of the City Hall by the
City Clerk and the City Engineer and will then be tabulated for consideration by the City
Council at a meeting thereof at 6:30 o'clock p.m. on May 20, 2013,in the City Council
Chambers at City Hall. No bids will be considered unless sealed and filed with the City
Clerk and accompanied by a cash deposit, cashier's check,bid bond, or certified check
payable to the City of Elk River in the amount of 5% of the amount of such bid.
