ACTION REQUESTED
Approve by motion a special event permit to McCoy's Pub for a 5K walk/run scheduled for March 16,
2013,with the following conditions:
1. Applicant must contact Police Captain Ron Nierenhausen (763.635.1202) at least two weeks prior
to event to arrange for police reserves.
2. The route and requirements outlined by the Police Department on the attached report must be
complied with.
3. Walkers/runners are to utilize sidewalks, trail systems, or road shoulders throughout the entire
route. No road closures will be permitted. It is each runner's responsibility to ensure the
streets/intersections are safe prior to crossing.
4. Race may begin at the Downtown River's Edge Park and end at the Main Street Parking Plaza
with the understanding that the park and plaza must remain open to the public at all times.
5. Applicant shall be responsible for garbage clean-up immediately following the race.
6. No paint allowed anywhere on trails. Chalk or cones may be used.
7. Receipt of a certificate of insurance naming the city,its officials, employees, and agents, as
additional insured. The minimum limits must be at least$1,000,000.
BACKGROUND/DISCUSSION
McCoy's Pub is requesting to host a 5K walk/run on March 16, 2013. The 5K will begin at 8:30 a.m. and
end 10:30 a.m.

ROUTE AND REQUIREMENTS
As discussed with.hied McCov his 5 K run will be held on March 17(Saturday) 2012- with j
roughly 75 participants expected. The general guidelines proposed by the police department are
simple vet specific enough for proper participant safety. The following expectations were
discussed and will be adhered to in order to satisfy the police department's requirements: I
Route: The route will be '.l exiles in length and start at Rivers Edge Corrimons Turk,
Riinn r/walkers will stag on the south side of Main Street and run/vvalk westbound until.they
come to the intersection of Main St/Tipton Ave. Participants will then travel southwest on Main
St, to the intersection of Main St/Boston St. 1'articipants will cross Main St and run/walk
northbound on Boston. St.to the intersection of Boston.St/Orono Rd. Participants wi11 cross
Orono Rd..then run/walk southeast on.Orono Rd to the intersection.of Orono Rd/Main St.
Participants will run/wall:on the north shoulder of Main St and tallow that back to the finish litre
located at the intersection of Main. St/Jack-son Ave,
Requirements: Mr.McCoy assured the police department that he will have race niarsha s at
each critical'intersect.ion that the participants will.cross. The marshals will.lave some type of.
reflective clothing on for safety,but under no circumstances will be authorized to direct or stop
traffic. The police department will have two reserve olticcrs stationed at tlt.c two critical,
intersections identified to safely assist participants in.crossirr : All runner/walkers will be
instructed to use sidewalks as a primary surface and/or marked shoulders if necessary. The
participants will.be advised of the route/guidelines prior to the start of the race anal will adhere to
then-at all times.
Duration.: The time needed.for this event should be no more than I hour from start to finish.
