Lot 1, Block 1 Grace Addition Zoning/Land Use Rlc (Single Family Residential)/MR (Medium Density Residential) Memo to the Mayor and City Council/CU 02-19 June 17, 2002 Page 2 Analysis Overview The applicant is proposing to construct a 60' x 160' (9600 square feet) church on property they own located west of County Road 13 (Twin Lakes Road). The City and the Church are jointly platting the property as the City hope to acquire a portion of the property for park purposes. The site plan also indicates two expansion areas for the future. Layout The first phase of the church is proposed to be located approximately 250 feet from Twin Lakes Road. It will be placed on the lot in a north-south direction. One access point to the site is being allowed by Sherburne County. The parking lot is proposed to be located between the church and the county road. Staff suggests that the gravel area in the center of the expansion space be left as a lawn area. This will provide a beautiful green space enclosed and sheltered by the building in the future. The third expansion space should be rotated 180 degrees to provide the entrance and expanded parking area on the north side of the building. District Requirements The minimum lot area for this district is 11,000 square feet. The site will be 13.9 acres. The following setbacks are required and proposed: Building: Required Proposed Front 30 feet 250 feet Side 10 feet 52 feet Rear 20 feet Far exceeds requirement Parking Required Proposed Front 10 feet 50 feet Side 10 feet 10 feet Rear 10 feet Far exceeds requirement Parking and Driveways The 9,600 square foot building will include a sanctuary, nursery, crying room, three classrooms, youth area, restrooms, commons area, two changing rooms, storage, and a storage garage (adjacent to the overhang at entrance). There are 104 parking spaces provided for 3,730.5 square feet of sanctuary space (combining the sanctuary and common spaces). Churches are required to provide spaces at 1 space for every 3 seats in the sanctuary space. In this case, no seats are depicted, so the occupant load was calculated based on the Uniform Building Code, netting 533 persons. At 1 space for every 3 persons, 177 spaces would be required. The design of the parking area includes driveways that exceed the design requirements. The entry drive from County Road 13 needs to be reduced from 40 feet to 30 feet at the property line. The two-way drive aisles in the parking lot should be reduced from 32 and 38 feet to 25 feet. The one-way drive aisle adjacent to the church entry should be signed to clearly mark the entrance and reduce confusion. Landscape islands at the ends of the middle parking row should be added. This will help mark the parking row in the winter and guide drivers. The parking row on the east side can be reduced to 18 feet in length. Grading, Drainage and Utilities These issues are addressed in the City Engineer's memo. Landscape Plan A landscape plan was submitted by the applicant. The ordinance requires I tree for every 40 feet of site perimeter. The length of the perimeter of the site is 3,668 feet; 92 trees are required. The applicant's landscape plan provides 14 trees. Additional trees are required: 92 trees total 46 overstory 23 evergreen 23 ornamental A revised landscape plan will be required. The plan should include underground irrigation of green spaces adjacent to the county road. Building Materials The building will be constructed as a wood frame building with vinyl siding, metal soffit and fascia, and asphalt shingles. The addition of brick on the front elevation would complete the residential character of the building. Planning Commission Action The Planning Commission conducted a public hearing on May 28, 2002. No one spoke for or against the request. The Commission added two additional conditions regarding informational signage and brick on the building fagade. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. 2. ALL COMMENTS OF SHERBURNE COUNTY BE ADDRESSED. 3. THE BUILDING SHALL COMPLY WITH THE BUILDING AND FIRE CODES. 4. ADDITIONAL PARKING SHALL BE PROVIDED AS REQUIRED BY CODE. 5. A REVISED LANDSCAPE PLAN COMPLYING WITH THE ORDINANCE SHALL BE SUBMITTED FOR STAFF REVIEW AND APPROVAL. THE PLAN SHALL INCLUDE LANDSCAPE ISLANDS IN THE PARKING AREA. 6. THE DRIVE AISLE ADJACENT TO THE ENTRY SHALL BE SIGNED "ONE WAY TRAFFIC" WITH THE ENTRY CLEARLY MARKED. 7. The items we reviewed were a site plan prepared by St. Rosa Lumber Company of Freeport, Minnesota, dated April 18, 2002, and drainage calculations prepared by Bogart Pederson and Associates, Inc., dated May 3, 2002. Based on our review of these documents and comments received at the staff review meeting, we would offer the following comments. 1. The layout of the parking area is substantially larger than it needs to be. The three drive aisles are shown as 24 feet wide, 32 feet wide, and 38 feet wide. All three could be reduced down to the 24- foot width, which is the minimum for two-way traffic. The easterly row of parking adjacent to the curb line could be reduced to 18 feet, since there is the ability of a car to overhang the curb line. The entire perimeter of the parking area needs to include barrier concrete curb and gutter. We would suggest that concrete islands be used to define the ends of the parking aisles. 2. The access drive on to CSAH 13 is shown approximately 40 feet wide, and is not perpendicular to CSAH 13. This is too wide; the maximum driveway width for this type of development is 30 feet according to the City ordinance. Also, Sherburne County should comment on requirements such as turn lanes or bypass lanes for allowing this access on to CSAH 13. 3. The sanitary sewer and water service for the proposed church will have to come from the west, out of the Royal Oaks Ridge development. It is unlikely that the sanitary sewer is deep enough to service this church by gravity means; therefore, the church will need to provide a pumping station and forcemain to get sanitary sewer flow over to the existing sewer line. The proposed plat of the development includes a drainage and utility easement through the entire site. Bryan Adams, General Manager of the Elk River Municipal Utilities, intends to eventually loop watermain from Royal Oaks Ridge to the trunk line in CSAH 13. Perhaps this looping of the watermain could happen concurrently with providing service to the church location. In addition, at least one hydrant will need to be strategically placed on the site for fire fighting purposes. The most likely location would be in the concrete island defining the closest row of parking to the church building. It is likely additional hydrants will be needed if the future additions are built. If all the hydrants are to be installed with this first phase, a meeting with the Fire Chief to determine location will be necessary. Elk River standards allow a minimum orifice 4 inches in diameter. The outlet structure should be revised to include an orifice at least 4 inches in diameter. · No drainage area map was submitted. · The grading plan shows the top of the berm to be at 925. The High Water Level (HWL) of the pond is 924.3. Elk River standards require 1 foot of freeboard from the HWL to the top of the berm. The grading plan should be revised to show the top of the berm at 925.3. Additionally, the drainage calculations state the Emergency Overflow (EOF) for the pond is at an elevation of 925. The EOF should be shown on the grading plan and should be detailed to insure it is constructed properly. · There is an area along the south property line that is hatched on the grading plan, but there is no indication what this hatched area represents. This hatching should be referenced in the legend. · The Iow point in the parking area near CBMH 102 appears to overflow onto the property to the south. An emergency overflow for this Iowpoint should be provided to route this area to the proposed pond rather than off the property to the south. The EOF for this Iow point should overflow at an elevation no greater than 1 foot above the elevation of the Iow point. · The ponding calculations show the proposed weighted Cn for the fully developed site with 2.34 ac. of impervious to be 63. Using 2.34 ac with a Cn of 98 and 3.60 ac. with a Cn of 58, we calculate the weighted Cn to be 73. The drainage calculations should be revised to show the correct Cn. · A pair of dashed lines is shown crossing the pond. it is unclear as to whether this is an easement, and if so, whether a pond can be constructed over it. · The grade of the parking area near the southerly handicapped parking space is 3.13%. 2% is the maximum grade permitted. · The grades in the area along the north side of the future additions are extremely flat, and the pavement at the northwest corner of the easterly parking lot is higher than the proposed floor elevation. · The casting for CB 101 is called out to be a beehive type; Elk River's standard casting in this case would be a stool type R-4342. · Additional catch basins are needed in the parking lot to collect runoff. The area for future expansion is very flat and will not drain properly. Even after the addition is built, the area will be too flat. On the recommendation of consul from Sherburne County Assistant Attorney Timothy P. Brausen we will allow access for the Grace Assembly of God Church to CSAH 13 at the southern boundary of the parcel. The placement of the access at the southern boundary provides the greatest possible spacing separation from Tyler Street NW. When the Jordan parcel (75-126- 3400; 12.98 acres) develops the access to CSAH 13 serving his property must be removed. An access permit has been granted for the Grace Assembly of God Church to CSAH 13 with the following Conditions: 1. Pay the required permit and signage fees ($550). 2. We require 60' of right of way for CSAH 13 (as measured from the centerline of CSAH 13) be granted in fee title to Sherburne County. 3. The slopes of the access must be constructed at 1:6 within the right of way. 4. The developer is responsible for drainage studies. If a culvert is necessary within the right of way of CSAH 13, it must have 1:6 safety aprons and grates. Both the cost of the culvert and the installation are the responsibility of the developer. 5. A right turn lane is required at the proposed entrance and must be constructed according to Sherburne County standards as listed on the detail. 6. A bypass lane must be constructed to Sherburne County standards at the proposed entrance. 7. Slopes on the turn lanes and bypass lane must be 1:4. Turf establishment is covered on the enclosed detail. We recommend the notification (by church representatives) of the landowners that will be impacted by the bypass lane. Some tree trimming may be necessary. 8. Road signs will be installed by the public works department. The developer must notify the public works department for installation. 9.
