04-23-2012 EDA MINSPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORIT HELD AT THE ELK RIVER CITY HALL MONDAY, Members Present: President Tveite, Commissioners Dwyer, Gumphrey, Provo, Westgaard, and Zerwas Members Absent: Commissioner Motin Staff Present: Director of Economic Development Annie Deckert, Assistant Director of Economic Development Clay Wilfahrt, and Recording Secretary Debbie Huebner Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 5:30 p.m. by-President Tveite. 2. Consider Agenda MOVED BY COMMISSIONER ZERWAS AND SECONDED BY COMMISSIONER WESTGAARD TO APPROVE THE APRIL 23, 2012 EDA AGENDA. MOTION CARRIED 6 -0. Consider Consent Agenda MOVED BY COMMISSIONER DWYER AND SECONDED BY COMMISSIONER GUMPHREY TO APPROVE THE CONSENT AGENDA 3.1. FEBRUARY 13, 2012 REGULAR MEETING MINUTES 3.2. CHECK REGISTER 3.3. BALANCE SHEET 3.4. REVENUE /EXPENDITURE REPORT MOTION CARRIED 6 -0. Open Forum No one was present for open forum 5. Brank Evaluation - Chandlerthinks Presentation Mr. Wilfahrt provided background information regarding the branding process. He noted that 75 percent of the branding plan tasks are being worked on or have been completed to date. He introduced Steve Chandler of ChandlerThinI�s. Mr. Wilfahrt explained that ChandlerThinks provides a six -month brand evaluation to evaluate progress and identify any Economic Development Authority Minutes April 23, 2012 issues. Mr. Wilfahrt provided xvideo of citizens and business owners from the Business Expo, explaining what Powered By Nature means to them NIr. Chandler explained that branding of a city is a difficult process, u1 that they do not have the control that private businesses have. He stated that the branding process is ongoing and active. He stated that the goal is to enlist people to tell their own story. :Mr. Chandler- stated that the city is doing a fantastic job and thanked them for allowing Chandler Thirrks to work with the city. Chair Tveite thannked all those involved in branding process for their hard work. Commissioner Dwyer stated that the EDA is aware of the requirement for ongoing commitment to the branding process. He felt the city has the leadership to take it forward. Commissioner Dwyer stated that continuing brand plan implementation steps should appear each year in the EDA workplan. Conuinissioner Zerwas stated that he concurred. 1-k stated that he moved back to Elk River after completing his education because of the caring nature of the community. He explained the communityrallied around his familywhen he was ill, and theydid so again for the Alan Sakty family. 6. Executive Director Update Ms. Deckert reviewed highlights of her memo to the EDA, including the potential CDI expansion, sale of the Bluffs, the Main Street Parking Plaza (downtown I IRA propert)), and replatting of the Gateway Business ParlL 7.
