Discuss summer office hours and provide staff direction.
BACKGROUND/DISCUSSION
In 2011, the city completed a visioning and goal setting program that identified four specific goal areas
and a number of tasks. Some of the tasks were completed in 2012,while others awaited funding and
prioritization. One task was an item to: CoVIete evaluation of alternative hours review.
Following the 2008 economic collapse, a number of government organizations considered shortened
work weeks to save money,with the State of Utah garnering national attention for imposing a 4-day work
week. Utah has since returned to a 5-day workweek, citing little financial savings and the public desire to
access state services on Friday.
Currently, City Hall is open from 8-4:30,Monday through Friday. Some departments and divisions
operate under different schedules throughout the year to meet their workload,including police,
wastewater treatment, street maintenance,and park maintenance.
After discussions with the management team regarding the 2012 Council goals, staff proposes for Council
consideration, a change to summer office hours for City Hall from the current M-F 8 a.m. to 4:30 p.m. to
M-Th 7:30-5 p.m. and Friday 7:30 a.m. to noon from Memorial Day through Labor Day.
Why the change may be worth considering:
1) City Hall business traffic decreases significantly on Fridays in summer
2) Extended M-Th hours provide more time for residents and contractors to be served
3) Summer Fridays typically have decreased staff in City Hall
If the Council has an interest in summer hours, a specific policy would be drafted for Council approval
before implementation.
FINANCIAL IMPACT
There would be no discernible financial impact.
