All. items of the staff comment letter dated May 18, 2012 shall be addressed. 2. As site plan approval is not a Building Permit,. the. applicant shall apply for all require permits. 3. Thee landscape- plan needs to be signed by a landscape architect. and include: at least 16 over. story, 8 evergreen, and 8 ornamental trees. 4. The lightingplanneedsto be adjusted to maintain an average of 3 footcandles. 5. The dumpster enclosure will. need to be modified to meet the PUD requirements. 6. Signage as shown is not approved, and willneed tomeet applicable regulations outlined in the ER Crossing. PUD agreement. 7. A NPDES permit is required prior to grading operations. Location/ Address 18278 Zane Street 60 Day Rule The City must take action by July 1, 2012 OVERVIEW AutoZone is requesting site plan approval of their proposed 6,500 square-foot, one-story auto parts store on Zane Street. Site improvements include the building, landscaping, 45-stall parking lot, utilities and signage. The project will employ 8-12 employees, with 3-5 per shift. Case File: SP 12-02 Auto2,one Site Plan Page 2 BACKGROUND/PRECEDENT This is the last vacant parcel of the Elk -River Crossing Planned Unit Development, originally approved in 1999. This improvement of this lot would finalize the initial construction of the shopping center. The applicant has designed site improvements to accommodate an expansion in the future. While retail is a permitted use in the Elk River. Crossing Planned Unit Development, most construction under the agreement requires review by the. City Council and Planning Commission. in a public hearing to verify "that the proposed site plan is consistent with the terms and conditions of the Conditional Use Permit for the project, this PUD agreement, applicable city ordinance requirements and all other legal requirements." ANALYSIS Transportation/ Circulation Access -Access to the site will be via drives off of Zane Street, with shared accesses with lots to the north and south. This is consistent with the original development intention. Trails -There are no trails in the area. Sidewalks -There is an existing sidewalk on the east side of Zane. This sidewalk will not be impacted by the development. Utilities The site will be served by municipal water and sanitary sewer as originally intended. The sanitary sewer will connect to an existing stub near the north side of the site, while water will be served from a service stub off of Zane Street. Landscaping Lot Trees - 32 trees are required based on the lot size, with the following ratio: 16 over story, 8 evergreen, and 8 ornamental. While the landscaping plan was adjusted in part based on comments staff provided, the site plan is short 6 evergreen trees and two over story trees. Staff suggests a condition to address this. Street Trees -The applicant shows 4 trees along Zane, continuing the pattern established with the previous developments. Other Lighting The zoning code requires a minimum level of 3 footcandles. That has been interpreted to read 3 fc average. The photometric plan: shows an average footcandle reading of 1.3 over the entire; site, including the northern third that is not developed. Lighting is provided by 7 wall packs mounted to the building. and 7 fixtures mounted to poles. The poles are 25 feet high. It appears the lighting plan will need to be adjusted to comply with the lighting requirements. A condition to that effect is provided.. Si--- The Elk River Grossing-PUD outlines specific requirements for signage, allowing up to two wall signs '(max size. of 7°/a of the wall area on which the sign is placed) While the sign will be issued under separate permits, it is important to understand the allowances: .Rear: 140.39 square feet Front: 146.64 square feet The signs on the building have not been verified for consistency with the agreement. The applicant proposes afree-standing sign in the southeast corner of the site, north of the drive. This sign too, will be issued under a separate permit; however, there are specific materials required for the base, specifically brick. The plans as shown indicate a stucco textured aluminum pole .cover. All signage will need to meet the PUD agreement requirements. A condition to that effect is recommended. Dumpster A dumpster enclosure is shown as a treated pine enclosure on the west side of the building, most visible from Highway 169. The PUD agreement states that "trash compactors and enclosures shall be within an enclosure constructed of the same materials and colors as those used in the building." The dumpster enclosure will need to be modified. A tan stucco-type surface is proposed for the area above the main entrance/ window area. A tan cornice is also provided along the top of the building. The building elevations show that the mechanical units axe screened by the parapet wall. 10 bollards are shown in the sidewalk along the front of the building, intended to add an additional level of safety. Response: The grading has been revised in the area and a concrete swale added across the driveway to catch runoff from the parking lot and minimize any water from leaving the site. c. Page C3 -Identify grades along curb line along the southernmost project limits. Response: Grading Note 18A on Sheet C3 states that existing pavement elevations are to be matched at the sawcut line. The proposed lip of the curb and gutter is just 6" beyond that line. The Note has been modified to read, "Match existing pavement elevations and construct curbing adjacent to the sawcut line accordingly". The requested spot elevations have therefore not been added, as requested, as they would not add to the clarification. d. Page C4 - No concrete washout is allowed to contact the ground. Please detail how washouts are to be handled. Response: The Concrete Washout callout has been eliminated. A note has been added requiring concrete trucks to have aself-contained washout system. e. Page C4 -Revise Disturbance Limits to include area for sanitary sewer service. Response: The Limits of Disturbance have been duly revised to include the sanitary sewer service lateral. Response: The posts you mention are bollards that Autozone typically places along the front of the building. particularly where there are windows. This provides an additional element of safety. 11. On Sheet A2, show the location of the mechanical units. They must be screened from the public streets. Response: The mechanical units are roof mounted and screened from view from the public street. White EIFS will be above the front doors and windows. The eave area of the building will have decorative foam cornice around the entire building. The Building materials follow the standard design set forth by the city ordinance. The store will have (2) wall signs, one 54" with left stripe for the front of the building facing Zane Street. The second wall sign is a proposed 42" cloud sign with no stripes on the rear wall facing US Hwy No. 169.
