ACTION REQUESTED
Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit
(CUP) to operate a dry cleaning establishment for with the following conditions:
1. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all
require permits.
2. All exterior signage shall require a .permit.
3. All exterior changes will require a permit and architectural drawings.
4. A 20 foot drive aisle must be maintained on the east side of the building at all times.
BACKGROUND/DISCUSSION
The applicant is currently operating their business in another area of Elk River and is moving to the
subject property, pending approval of a zone change.
Facility
The proposed use would operate in 1,500 square feet of space in the east end of the existing structure
within the Elk River Retail Center subdivision. They are proposing a curbside dry cleaning service on the
east side of the building. This will require some exterior modifications to the building. All required
building permits shall be applied for.
Drive-thru
The applicant proposes a drive through improvement to the east side of the building. This new entrance
will be covered with a canopy. There appears to be sufficient space for both a drop off area and lot
circulation. The existing vegetation between the parking lot and Dodge Street provides screening for the
residential properties adjacent to the site.
The exterior changes will require a building permit.
Parking/Circulation
There are two access points to the site off of Dodge Street on the east side of the property. Both of
these are shared accesses with Perkins to the south and the hotel to the north. The southern access (with
Perkins) is the more heavily used intersection. Vehicular circulation is around the entire building and

there are 43 parking spaces available for the multi-tenant building. Paxking was established for the entire
building assuming retail use, or 5 spaces per 1000.
Using the general parking standards for sales/service of one space per 200 square feet, the business would
require eight parking spaces which the existing parking lot provides.
Signage
The applicant will utilize one lighted sign structure on the building as well as the existing freestanding sign
located on the western edge of the property along highway 169. All signage will meet applicable
regulations.
Employees
They currently employee ten employees that alternate hours.
Hours of Operation
Monday-Friday 6:30 am - 7:00 pm
Saturday 9:00 am -1:00 pm
