BACKGROUND/DISCUSSION During the last comprehensive plan update in 2004, the land use designation for the Northbound Liquor store property was created as Open Space. Staff is unaware of why it was designated that during the last update. The property is surrounded by the Highway Business land use and houses a retail business. Comprehensive Plan The Highway Business land use is the most intensive form of commercial development in Elk River. Businesses in this category may be the largest both in terms of size and traffic generation. Market orientation tends to be regional in nature. Development orientation tends to be toward regional highways. Future Highway Business developments should be located within the Urban Service Boundary and adjacent to regional highways. Examples of Highway Business uses include discount retailers, grocery and general merchandise. Because liquor sales are an appropriate land use for Highway Business, staff is recommending the subject property land use be amended from Open Space to Highway Business.
