ACTION REQUESTED
Adopt by motion the attached resolution amending the land use of Lot 1,Block 1,Elk River Crossing 6th
from Highway Business to Light Industrial.
BACKGROUND/DISCUSSION
This land use change corrects an abnormality in the land use map.
Planning Commission Comments
The Planning Commission reviewed the request and had no issues with the proposed change and
unanimously recommended approval of the request.
Public Comments
No comments for or against the request have been received.

RESOLUTION NO. I
RESOLUTION AMENDING THE COMPREHENSIVE PLAN
TO CHANGE THE LAND USE
FROM HIGWAY BUSINESS (HB) TO LIGHT INDUSTRIAL(I-I)
Case No. LU 13-02
WHEREAS, Minnesota Statutes,Chapter 462.355,Subdivision 2,prescribes the procedure for
amending the Comprehensive Plan,and
WHEREAS, the Planning Commission held a public hearing on March 12, 2013 and
recommended approval regarding the Comprehensive Plan amendment request for
the property generally described as:
Lot 2,Block 1,ELK RIVER CROSSING SIXTH ADDITION,
Sherburne County,Minnesota
And as shown on Exhibit A attached;and,
WHEREAS, the City Council has reviewed the Comprehensive Plan amendment request and
finds the following:
1. The current use of the site is consistent with Light Industrial uses.
2. The land use is consistent with the surrounding land uses.
3. The use would not have adverse impacts on the surrounding land uses.
4. The proposed changes are in general conformance to the adopted Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that the
Land Use Plan be amended to change the property as described above from Urban Residential to
High Density Residential.
Passed by the City Council of the City of Elk River this 18th day of March,2013.

Staff recommends the Planning Commission recommend approval of the Land Use amendment.
BACKGROUND/DISCUSSION
In April 2012, the subject property was rezoned from Planned Unit Development to Business Park.
During the rezoning process, the underlying land use was overlooked and needs to be amended to Light
Industrial (LI).
Comprehensive Plan
The Light Industrial category includes industrial uses that are lower in intensity of activity. These uses
limit the potential for adverse impacts on adjacent land uses due to factors such as noise and odor.
Examples of Light Industrial uses include offices, enclosed storage and warehousing, research
laboratories and light manufacturing.
Because light industrial is an appropriate land use for Business Park, staff is recommending the subject
property land use be amended from Highway Business to Light Industrial.
