ACKGROUNDISCUSSION
With the retirement of Sergeant Jeff Mordal on March 30, 2013, and the promotion of a patrol
officer to fill that position, a vacancy exists in the position of Patrol Officer. One of the top
candidates from the 2012 selection process to fill a previous vacancy remains available.
William Koch is an 18-year veteran police officer. He has been employed by the Anoka Police
Department for the last 14 years. Officer Koch has extensive training and experience. He holds
an AAS degree in law enforcement from North Hennepin Community College. He is currently a
Field Training Officer, SWAT team member, Use of Force/Firearms Instructor, Active Shooter
Instructor, and TASER Instructor. He is a former police K-9 handler, drug task force officer,
and school liaison officer.
Officer Koch has successfully passed a background investigation, psychological, and physical
exams. After giving proper notification to his current employer, Officer Koch would start on
April 15, 2013.

INANCIAL MPACT
This is a budgeted position. Pay rate will be at starting patrol officer level per the current
collective bargaining contract.
