PRSR 03-13-2013 Item: 9 ECity1� MEMORANDUM of River TO: Parks and Recreation Commission FROM: Michael Hecker, Parks and Recreation Director DATE: March 13, 2013 SUBJECT: Director's Report This report is a monthly highlight of our Department's activities informing the Commission on items related to collaborations, strategic planning, staff changes/ development, and park operations. Recreation Coordinator Vacancy The job announcement for the Recreation Coordinator position is being advertised locally, state wide and nationally. Qualified candidates will have five years' experience in municipal recreation. Bachelor's degree in recreation or closely related field is preferred. Application deadline is March 25. Orono Park Playground The playground design recommended by the Parks and Recreation Commission and the January playground work session was approved by City Council on March 4. The location of the playground did change which is different to what was presented to the Commission in February. We had to move the location because of existing utility lines that are under the current playground location. The new location is shown on the attached site plan. Bailey Point We have had two community meetings in the past few months to discuss the design of Bailey Point. Staff will be working on the design of the parking lot soon based on the community discussions. Staff will also be cleaning the site in the coming month. It is recommended that the Commission review next month the official name of the site. Also, the Commission should consider if fishing should be allowed or restricted at the new site. Skate Park Committee On February 20, 2013, four staff members met with three individuals and one Parks and Recreation liaison to discuss the skate park. Introductions were made, a brief history was given to the committee members,possible locations for a new park, and the removal of the park was discussed. One gentleman stated he was interested in spearheading a volunteer group for removing the skate park. This will be completed in manner to analyze its integrity for possible reuse in the interim. Staff has been trying to coordinate with him on the project, but with the recent snow storms, the removal process will be delayed. The other two individuals were going to look into possible grant sources for a new playground. A new meeting has not yet been identified. Dismantling and review of the skate park started on Match 7. Most of the wood has been found to be in bad shape and really not salvageable. The ramp armor and its subsurface (both composite materials) have been found to be brittle and cracked. Field & Facility Use Allocation Policy The latest policy draft reviewed by City Attorney Peter Beck will be reviewed at the City Council work session on March 11. It will then be presented to the sports youth organization on March 13. A copy has been included in your Commission packets for the work session.
