69kV Substation Transformer Bids
BACKGROUND:
The 2013 Budget included an upgrade to the North Substation in the electrical capital improvement
projects. An upgrade to the North Substation has been on the electric distribution capital projects forecast
for the past 5 years. Because of the other projects having higher priority and then the downturn in the
economy and load growth,this upgrade had been postponed. In 2012 the summer load on the North
Substation exceeded the operational threshold and load was transferred to be served from other
substations for the duration of the summer. This project was upgraded to a top priority for 2013 because
of the recent load at this substation reaching the operation limits,the early signs of load growth revival,
the potential for electric service territory growth, and the potential for the expansion of the Landfill Gas to
Electric Generation Facility. Staff has been working with Great River Energy on the development of
plans and specifications for this project. The formal notice for bids has been posted for the transformer.
DISCUSSION:
The bid opening was scheduled for March 18. The bid tabulation will be provided at the Commission
meeting.
ACTION REQUESTED:
Staff will make an award recommendation at the time of the meeting.
