RE: 2002 SIGNAL IMPROVEMENT BIDS
Dear Council Members:
We l1ave tabulated the bids received on June 7, 2002, for the various signal improvements
throughout the City. As you will recall, this project included four separate improvements
including a new signal system installed at Trunk Highway 10 (TH 10) and Waco. Street,
construction of the fourth leg to the signal system at TH 10 and 171st Avenue, installation of left
turn arrows at Jackson Avenue and School Street, and modifications to the advance emergency
vehicle preemption system at three locations. The following list provides the names of the
bidders with their totals. A detailed bid tabulation is attached.
Design Electric, Inc.
Killmer Electric Company, Inc.
Honda Electric, Inc.
$263,707.00

Previously, Design Electric has successfully completed signal projects in the City of Elk River.
The engineer's estimate for the four projects combined in this bid was $305,800. Design
Electric's bid is approximately 14 percent under this estimate. We are therefore prepared to
recommend award of the contract to Design Electric. However, Schedule 1.0, the signal
improvement at TH 1 0 and Waco Street, will be partially funded by the Minnesota Department of
Transportation (MnIDOT), and that funding requires a signal agreement be approved by the City
Council prior to award of the contract. As of this date, we have not received the signal
agreement from Mn/DOT. Therefore, we are recommending award of the contract minus
Schedule 1. O-Signal at TH 1 0 and Waco Street until such time that the City receives the signal
agreement and can formally approve the agreement prior to awarding the last piece of the
project. This approach will allow Design Electric to begin the contract paperwork, order
supplies, and begin construction on the fourth leg of the intersection of TH 10 and 171st Avenue.
We believe that the signal agreement for TH 10 and Waco Street will be forthcoming within the
next couple of weeks. Attached for your consideration is a Resolution that awards the contract
minus Schedule 1.0 to Design Electric, Inc.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
2002 SIGNAL IMPROVEMENTS
WHEREAS pursuant to a City Council Resolution 02- , passed at the
March 18, 2002, meeting, competitive bids were solicited and received for the
2002 Signal Improvements project; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Design Electric, Inc. is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Design Electric, Inc., as is approved by the City Attorney, for
the completion of the 2002 Signal Improvements according to the approved plans and
specifications designed by City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
