BACKGROUND/DISCUSSION
At the March 18,2013, City Council meeting,Jennifer Mueller of the Youth Theatre Workshop spoke at
Open Forum inviting city participation in their new community event.
The festival will be held on May 18,2013, from 3 to 10 p.m. at Lions Park,although they would like to
extend the time to 11 p.m.
The event will include German music, carnival games,bounce houses, food and beer (provided for by the
Lions Club), German-costumed fairytale characters, face painting, a Polka contest,vendors of German-
related products, German Shepard Police Dog demonstration along with traditional German games.
The program is hosted by a number of 501c3 tax-exempt Elk River Area nonprofits including:
• Command Performance Choirs ■ Elk River Lions
• Youth Theatre Workshop ■ Northstar Boys Choir
• Elk River Community Theatre ■ Elk River Boys & Girls Club
The planning committee has worked with Parks &Recreation to organize the event. Park&Recreation
waived the rental fee but still requires a damage deposit ($250) and building attendant fee ($15/hour). The
Park Policy requires they charge actual costs.
Ms. Mueller asked the city to partner in the event,which would include one or more of the following:
1) Potential financial support similar to ArtSoup.
2) Marketing and advertising assistance including in city calendars, mailings,Facebook and websites.
3) Waiving of contract police fees.
FINANCIAL IMPACT
The cost of contract police work for the beer garden would be $60-$70/hour ($420-$490)
