BACKGROUND/DISCUSSION
Since its' rollout in the Fall of 2011, the Powered by Nature brand has been widely used throughout the
community. The brand has been used by over 50 businesses and organizations, featured at a national
economic development conference, and has influenced city and community marketing. The city recently
utilized ideas from the brand as a platform for a new website, featured the brand in print, web
marketing, and numerous outreach promotional items..
In order to continue marketing the brand, staff continually seeks promotional opportunities throughout
the community.
In mid-March, Elk River Municipal Utilities (ERMU) approached Economic Development staff about
partnering with ERMU to split the cost of painting the logos on the Freeport water tower. The logo
would be painted on the East and West sides of the water tower and would be 9.5 feet tall by 25.5 feet
wide. Displaying the logo on the water tower would make the brand visible to the over 40,000 vehicles
that pass by the water tower each day.
The project is expected to be complete in June 2013 and will last 10-15 years.
FINANCIAL IMPACT
The cost of the entire project is $6,000. The EDA would split this cost with ERMU (each paying$3,000).

The Freeport Water Tower will be rehabilitated this spring. Depending on weather, this project is
scheduled to begin within the next week or two and scheduled to be completed this June. In addition to
new City of Elk River logos included as part of the base bid, ERMU had an add alternate for two Powered
By Nature logos. This had been done per the request of City staff. Attached is a detail for the PBN logos
and their general locations, East and West. The PBN logos will be approximately 9.5'tall by 25.5'
wide. This dimension is set to be proportional to the maximum sized City of Elk River logo the tower can
accommodate. The typical life expectancy for water tower paint is between 10 and 15 years. At that
time the Utilities will be planning to repainted the tower.
The add alternate bid for the PBN logos is$6,000 total for two logos. The contractor has asked if the
logo can be painted solid in lieu of the weathered look because there is concern on their part if they will
be able to perfectly replicate the weathering. The PBN logo is part of the City brand and falls outside the
responsibility of the Utilities. It is recognized by the Utilities Commission that this may be more than the
EDA is able to spend on the logos. As a show of support for the City brand,the Utilities Commission has
agreed to split the cost of the PBN logos if the EDA is unable to pay the full cost. Please let me know if
the EDA is interested in having the PBN logo on the tower and whether or not they would allow a solid
PBN logo in lieu of the weathered logo. Also, please let me know if the EDA would need the Utilities to
split the cost.
