As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all require permits. 2. All exterior signage shall require a sign permit. 3. All exterior changes will require a permit and architectural drawings. 4. The building shall meet all applicable building and fire codes. 5. There shall be no outside storage. BACKGROUND/DISCUSSION In September 2012, the applicant received a CUP (CU 12-15) to operate a dry cleaning facility at the subject property. Coin operated laundry was not included in the original request and the applicant would like to include the service in the existing building. Facility The proposed use would operate in the existing structure at 927 Highway 10. The applicant is proposing adding coin operated laundry machines in one half of the building with the other half dedicated to the approved dry cleaning establishment. All required building permits shall be received. Parking/Circulation There are two access points to the site, one off of highway 10 on the north side of the property and another off of 4th street. The access off of highway 10 is a right in,right out only. No changes to highway 10 access are proposed or recommended. Vehicular circulation is around the entire building and there are 56 parking spaces available, exceeding the parking requirements of one space per 200 square feet Zoning The subject property is zoned Highway Commercial(C3) and dry cleaning establishments are regulated by the Conditional Use Permit process in this district. Staff reviewed this request and although coin laundry is not permitted as a standalone business, staff views the use as an accessory use to a dry cleaning establishment. All signage will meet applicable regulations. Employees They will retain their current employees as well add 2-5 positions for the dry cleaning operation. The laundry area will employ 2-3 additional employees. Hours of Operation The laundry will be open 7 days a week 24 hours a day. When the dry cleaning portion closes, there will be a security separating the two services. Outdoor Storage The applicant referenced in their narrative that they will be storing equipment to maintain the appearance to the landscaping. Outdoor storage is not allowed in the C3 zoning district. Outside issues SAC/WAC The applicant has expressed concern with the Sanitary Access Charge (SAC) and Water Access Charge (WAC) that would be applied to the business. The Planning Commission may make no changes to these calculated fees. The City Council establishes a per unit fee annually, originally calculated based on the anticipated expansion of the Sewer and Water infrastructure facilities based on the growth of the city. This per unit fee is multiplied by the number of units assigned to a given use,based on each use's water needs. These units are adopted by Council ordinance, and are based on the Met Council's table. Metro- wide, the assignment of units is generally consistent. Easement Elk River Utilities has discovered that an electric line serving the subject parcel and the adjacent block is not located within an easement. This is not a city issue to be resolved through this application. PROPOSE: Nature's Dry Cleaners is 1 of 2 Environmentally Friendly Dry Cleaners in our state. We will be moving from our present 19022 Freeport Ave location, location to 927 Hwy 10 Elk River MN 55330. As a small business owner and tax payer in the Elk River area, I believe this move will not only be good for Nature's Dry Cleaners it will be better for the City of Elk River. The improvements to the building exterior & interior alone will make a immediate impact on the area. We all know what it looks like now, Its really not something that is promoting our City's MOTO "Powered by Nature." Nature's will be adding a few more pieces of equipment and with the size of the building we would like to add state of the art, energy efficient coin laundry equipment as an added service. Please remember water is a very valuable resource and by having the state of the art washers the will use up to 50% less water and energy than your stand top loader or home washer. DESCRIPTION: Nature's Dry Cleaners will now be able to offer coin laundry to the community, providing the equipment that will service the community with less water, electric and other utilities usage. Our service and the amenities will provide customers the convenience and comforts of there own home. This equipment is the newest, most state of the art and is not your typical Laundromat. We will employ an attendant to oversee operation of machines during heavy traffic flow. The attend will answering all questions of operation of equipment and customer service, that would arise. There will be folding areas for convenience, comfortable seating with flat screen TVs mounted on the wall for the comfort of the consumer. This will tie in with the Nature's theme "All Natural Cleaning Process" and fits well for the extra space in our new building. Along with all of the improvements that will be made to the building, this will add value to an existing eye-sore and give a convenience to the community of Elk River and surrounding areas. Hours of Operation: We are open Monday thru Sunday 24 hours a day, When the Dry cleaners' closes there will be a security gate separating the dry cleaners from the coin laundry. We want to provide everyone including all locals or out of town guests traveling through Elk River on HWY#10 to feel welcomed to stop and use any of the services. With that said safety, cleanliness, and comfort will be a very high focus for our site. State of the art video security will be able to be monitored from anywhere in the country. There will be Wi-Fi connections so people traveling thru on there travels or residents of Elk River can feel safe there and can take care of all business or internet needs. We plan to install a few flat screens for entertainment as well as comfortable seating to make your trip to do the laundry a pleasant one. During normal business hours of Nature's there will always be service for all of our customers a few steps away. As we grow we would have the intentions to add a service attendant when Nature's Dry Cleaners is closed.. Number of Employees: Nature's will retain their current employee's as well as adding at least 2-5 full to part-time positions with our expansion. The coin laundry area will employee 2-3 additional employees with the extended hours of operation. Number of Parking Stalls: There are 25 existing parking spots that are currently on sight at Nature's Dry Cleaners. This exceeds the requirement and will be sufficient for the Coin-Op Laundry division of Nature's . Signs: Propose 2 signs, 1 light up sign on the building and 1 by the road Highway #10.
