RE: 2002 SEAL COAT IMPROVEMENTS
Dear Council Members:
We have tabulated the bids received on Tuesday, June 18, 2002, for the 2002 Seal Coat
Improvements. The area included in this project is shown on the attached exhibit. The
following is a summary of the bidders and their total bids:

Pearson Brothers Company
Caldwell Asphalt Company
Astech

The budgeted amount for this project is approximately $50,000. Allied Blacktop Company has
successfully completed seal coating in the City of Elk River previously, therefore we would
recommend award to them in the amount of $37,614.88. Attached for the Council's
consideration is a resolution, which awards the 2002 Seal Coat Improvements to Allied Blacktop
Company.
If you have any questions regarding this issue I will be in attendance at your June 24, 2002, City
Council meeting.

RESOLUTION 02-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
SEAL COAT IMPROVEMENT OF 2002
WHEREAS
pursuant to a City Council direction, competitive bids were solicited and received
for the 2002 Seal Coat Improvement; and
WHEREAS
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Allied Blacktop Company is the lowest
responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Allied Blacktop Company, as is approved by the City
Attorney, for the completion of the 2002 Seal Coat Improvement according to the
approved plans and specifications designed by City Council Resolution.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
Passed and adopted this 24th day of June, 2002.
