03-083 RESRESOLUTION 03- 83 A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION ADOPTING THE 2004 PAY PLAN FOR NON-ORGANIZED EMPLOYEES BE IT RESOLVED, by the City Council of the City, of Elk River that the attached Pay Plan be approved and adopted effective January 1, 2004. All 2003 pay ranges will increase by three percent on Janua~7/1, 2004. Waste Water Treatment Operators shall be paid as follo~vs: License Step A D B C C-D B E Once a license has been obtained, the employee shall immediately move to the lowest step for that license. The employee may move up one step each July 1 until the highest step for that license has been reached. Building Permit Technicians must have a Building Permit Technician Certificate in order to move above Step B of their pay grade with the exception of Building Permit Technicians hired before January, 1, 2003, who may move to Step D as long as they continue taking all Certification classes offered. Step Increases On July 1 all ci~ employees receiving a fully competent rating on their perfo~-mance revie~v will move up one step in their pay range. All orientation period employees ~vill receive increases as stated in the offer of employment letter. If no special provision was outlined in the offer of employment letter, the orientation period employee shall receive the first step increase no earl/er than slx months following date of bare. Part-Time Liquor Clerks may move up one step after 90 days of employment. Part-Time Liquor Store Clerks will move up one step on their anniversary date based on competent performance. Part-Time Recreation employees ~vill receive increases on June 1 based on competent performance. (i.e. maXm%m Ice Arena Worker One pay is $10.75 per hour.) Part-Time Firefighters shall be paid in accordance with the folloxving schedule: Position Hourly Rate Probationary Firefighter $ 8.00 Fire fighter $10.69 Captain $11.21 Assistant Chief $11.72 Additional Educational Incentive Pay shall be paid as approved by the City Council on October 27, 1997. Part-Time Pol/ce Resma~es are required to serve in both a volunteer and a paid capacity. Police Reserves shall be paid $11.69 per hour for the hours that are to be paid as determined by the Poi/ce Chief. Part-Time Seasonal and Temporary Recreation employees shah be paid in accordance ~vith the following schedule. Overtime for InventoW All non-exempt liquor store employees shall be paid one and one-half times their regular hourly rate for ta!dng inventory on a Sunday or a holiday. Holiday Pay 10. Snoxv plow operators shall be paid double time plus holiday pay for all hours ~vorked on holidays. 11. Firefighters shall be paid double rime for emergency response hours worked on Ne~v Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Eve, and Christmas Day. On Call Pay 12. Street Department employees shall be paid an additional hour of pay at their regular rate for each day they are on call during the winter snowplowing season. Any employee who uses more than three hours of sick or vacation leave or compensatory thr~e off on a day when the employee was to have been on call will not be considered on call and ~vill not receive on call pay for that day. Out of Class Pay 13. Ice Arena Workers Two or Three who operate the ice resurfacer will be paid at the Ice Arena Worker One rate for the time spent operating the ice resurfacer. Time will be tracked in quarter hour increments. INSURANCE BENEFITS 14. All full time employees are eligible for insurance benefits. Part-time employees scheduled to work 30 or more hours per week are eligible for prorated insurance benefits. Seasonal and temporary employees are not eligible for insurance benefits. 15. Employees eligible for insurance benefits shah be eligible for participation in the Cit-y's Fle.,dble Benefits Plan. The contribution levels shall be as follows: Health Insurance Election Monthly City. The City Council may make adjustments in any section of the Pay Plan at any City, Council meeting for any reason including performance incentives, state or federal law changes, die Pay Equity la,v, or any other reason the Council deems appropriate. 17. All police employees who are members of the Law Enforcement Labor Services, Locals 231 and 271, shall receive compensation and benefits as outlined in the Master Labor Agreement bet~veen the City and the Union and are therefore not governed by any clauses of this resolution. 18. Full time employees and part time employees scheduled to ~vork at least 20 hours per xveek are eligible to take adult wellness programs offered by the Recreation Department at reduced fee equal to 50 percent of the resident rate.
