Hire WSB and Associates to complete the 2013 Comprehensive Plan update. 2. Identify and appoint two Councilmembers to serve on the Citizen Advisory Committee. BACKGROUND/DISCUSSION Included in the 2013 budget were funds to complete an update to the 2004 Comprehensive Plan. The Council authorized the advertisement of Request for Proposals in February. Of primary importance for staff was the public communication process proposed. The city received five proposals, ranging in cost from $68,446 to $79,782. All proposals were under the $80,000 budgeted. An independent,internal review of the proposals was completed by Planning Division staff. WSB received unanimous support as the first choice due in part to their proposal organization and clarity,their public interaction component, and the cost. WSB was the low bid. WSB completed the AUAR for the Focused Area Study in 2011. Representatives from Parks and Recreation, Police,Fire, and Community Operations and Development met with WSB on April 29 to discuss the project and outline initial steps, should they be hired. Highlights of the proposal: • In approximately nine months, seven Citizen Advisory Committee meetings,two open houses, and four internal Project Advisory meetings,plus two Planning Commission and two City Council meetings at the time of adoption. • The final plan will include a series of action steps/implementation strategies that staff feels is important in using the plan. • Public information communicated to residents and interested parties via WSB-prepared information for the website,ERtV Cable Channel 12, Facebook,Twitter,newsletter articles, bookmarks, etc. • A Citizen Advisory Committee initiated and tasked as representatives of the public in the formal review of each document section,to participate in the discussion of goals and in vision N:\Public Bodies\Agenda Packets\05-06-2013\8.1 sr Comp plan 5-6-13X.docx Na U R E development. The committee work would take place before a formal recommendation by the Planning Commission and City Council approval. ■ With the goal of establishing a manageable group, staff proposes the following Boards, Commissions, and groups be represented. By providing participants with information they need to be involved in a meaningful way, public participation promotes sustainable decisions and it communicates to participants how their input affects the decision. As residents, business owners, and landowners within the City of Elk River, providing input on how the community will grow and develop for years to come is a major event in which public participation is extremely important. Crucial to the success of this project will be engagement of key stakeholders and the community at large. Following the guidance provided by the Project Advisory Public Committee (PAC), our process illustrates the numerous transparent methods with participation which engagement will be made. We have found a well-managed public participation plan benefits the comprehensive planning process by gaining public support to ensure that the implementation of the Plan occurs. This plan will not be just another plan to sit on your shelf. This task outlines the various times and means of input and review from City Staff, City Council, the public, and review agencies. To provide a more efficient and streamlined process, communication strategies include meetings, emails, electronic submissions, and telephone calls. Project Advisory Committee (PAC) (4 meetings) The Project Advisory Committee (PAC) is a committee made up of members of the City staff and the WSB team. The PAC will be responsible for generating background information and data to WSB, reviewing and providing feedback on all draft technical memos, attending PAC meetings as may be necessary, and assisting in the development of the Comprehensive Plan. It is anticipated that the PAC will meet a total of four times to review and provide feedback on proposed plan sections. To promote efficiency, WSB proposes to meet with the PAC on the same day as the CAC meeting. ` See the Schedule tab for more detail on the timing of these -� meetings. Project Approach / 6 A WSBa proposal to provide professional services for the Elk River comprehensive pian update .. _ a Citizen Advisory Committee (CAC) (7 meetings) � Throughout the planning process, we recommend working with a broad-based citizen committee that consists of members of the Planning Commission, the City Council, the EDA, the HRA, the _ Parks and Recreation Commission, the Chamber of Commerce, the Independent School District No. 728, the Rivers Edge Downtown w^ 4 Business Association, the Heritage Preservation Commission, the Utilities Commission, the Energy City Commission, residents, business owners, developers, or other members as may be applicable. It is anticipated at this time members from the WSB team will meet with the Citizen Advisory Committee generally once a month during the core planning phase of this update. While having a large and diverse CAC group meeting to discuss the future of the City of Elk River through this planning process allows for a wide range of perspective, it can also sometimes be an overwhelming process. Often times numerous committee members would like to offer comment, and at times the conversation can get ►' away from the meeting manager. Alternatively, some members of a committee may feel intimidated or feel that their comments aren't important, so they may limit their comments or not participate in the conversation at all. Recognizing these factors may exist, WSB is proposing to use the "JoinSpeaker" learning management system during the CAC meetings. This is a web-based system that empowers CAC members to share questions or ideas with WSB team members through the use of smartphones or other mobile devices. The speaker or moderator PM controls the action from an iPad or other tablet device. It allows participants of the CAC to quickly answer numeric and alphanumeric questions using the keyboard provided on laptops or smart devices (i.e., smartphone or iPad). When polled, the CAC's responses can be anonymous or identifiable, depending on the desires of the a CAC members. In this method, WSB staff will enable the web-clicker prior to use by C the CAC. This analysis will include a review of the current conditions and trends, as well as outlining emerging issues that have long-term implications. Assumptions At WSB, we take a systems approach to planning. We consider a community's natural environment, social and cultural environment, and economic environment as an integrated system. Our comprehensive, integrated, and balanced planning approach will include an analysis of the assumed effects of external forces on the future of the local community. We will study issues and provide forecasts of local and regional growth and how that will impact the physical growth of the community. Vision/Overview of the Plan In this task, WSB will review and, if necessary, revise the vision, guiding principles, and trends and forecasts found in the current Comprehensive Plan. We will evaluate the local and regional forces that may be impacting the community and update the assumptions and projections within the Plan. After we have refined the visions, guiding principles, trends, and forecasts, we will meet and review the draft language and obtain input for further revisions as necessary. Planning Elements WSB has found that taking an incremental approach when developing a comprehensive plan affords City staff and key stakeholders have the time to review each major topic (Chapter) one at a time, rather than reviewing the entire draft plan all at once. This approach allows us to review the analysis with pertinent agencies, receive feedback, and address issues before we officially submit the updated Comprehensive Plan. Using an incremental method helps make certain there are no surprises, so we can provide our clients with a smooth updating process. As part of the development of the Comprehensive Plan Update, WSB will develop technical memos for review and discussion with the City to obtain feedback and input as needed. Project Approach / 10 A WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update ..- The following technical memos are anticipated to be developed, but will be discussed with the PAC for final determination, which will include: Introduction, Visions, Goals, Objectives, Policies, and Trends and Forecasts Land Use Transportation Community Facilities Infrastructure Natural Environment and Resources Parks, Trail, and Open Space Housing Economic Development and Urban Design Intergovernmental Cooperation Implementation Evaluation of Land Use .a' This chapter is critical, as it describes existing s land use pattern and sets forth a plan for "' s • future land use that is consistent with the City's vision. The Land Use Plan guides - City Staff, the Planning Commission, the s - - City Council, property owners, developers, and other interested parties in decision relating to the type, location, and density of future development in the community. It also serves as the foundation for updating the City's Zoning Map, Zoning Ordinance, Subdivision Regulations, and other implementation tools. Elk River is constantly changing as development converts vacant land to built uses and often times results in the change in character and use of the land. WSB will review and discuss any modifications to the existing land use text and mapping that will need to occur from the 2004 Comprehensive Plan, Chapter 5 - Land Use. These updates will be reviewed with the Citizen Advisory Committee and refined as directed. We anticipate the document will be reviewed and updated for the following primary areas: Existing land use Future land use, including updated land use classification types Land use breakdown calculations Development and neighborhood character Goals, objectives, and policies by land use category Project Approach / 11 A WSBa proposal to pros4ae professional services for the Elk River comprehensive plan update Evaluation of Transportation Recognizing Elk River will update its Transportation Plan in 2014, efforts for the comprehensive plan will focus on the three areas identified in the RFP, updating basic information contained in the 2004 Comprehensive plan, and addressing other issues identified by staff. The updated transportation will comply with state and local t� Big Lake requirements. We anticipate the document will be reviewed and updated for the following primary areas: Develop strategies to address non-motorized and pedestrian travel across and along US 10 and US 169, as well as major county highways. Identify a supporting local roadway network to ensure that future commercial, industrial, residential, and recreational land uses are adequately served by planned - access and interchanges to US 10 and US 169. Develop strategies to maximize connections to US 10, US 169, NorthStar Commuter Rail, and county facilities that link Elk River to the Twin Cities and to recreational opportunities in Greater Minnesota. _ Summarize analyses and recommendations from MnDOT studies along US 10 and US 169. Summarize and incorporate recommendations for MEW transportation improvements and connections from the Mississippi Connections study. Summarize and incorporate recommendations from the Elk River 171 st Avenue FAST study and AUAR. Summarize new transit opportunities that exist (NorthStar) and plans for additional services. Review and update roadway functional classification designations. Identify ongoing street system issues and potential policies to address concerns. Identify policies and procedures to prepare for future routes (official maps, proactive road development, etc.). Identify funding opportunities for transportation infrastructure. Evaluation of Community Facilities Community facilities play an important role in defining the community and shaping future development within the City. Community facilities include parks, schools, health and safety services, libraries, religious institutions, and similar facilities. They help contribute to the quality of life in Elk River and they affect the City's ability to maintain and ` = attract residents, visitors, businesses, and industries. As part of this 4° JAI,, update, WSB will evaluate the existing language as presented in AN,U the 2004 Comprehensive Plan, Chapter 10 - Community Facilities and modify accordingly. It will provide an inventory and analysis of existing community facilities and services within Elk River. It will also describe a vision and goals, objectives, policies, and plans for maintaining and enhancing those facilities and services. Highlighting and mapping out where existing and future planned facilities will be located is a key component to planning for the future and will be outlined during this process. These updates will be reviewed with the Citizen Advisory Committee and refined as directed. Evaluation of Infrastructure The 2004 Comprehensive Plan, Chapter 8 - Utilities includes a written description of sanitary sewer, water and electric systems. As growth trends have changed given the economic climate, it is important to review and update the assumptions made in the 2004 Plan. WSB will prepare text and pertinent maps relating to the existing sanitary sewer, water and electrical systems, projections of future water demands and wastewater flow based on the updated population projections, and policies for expanding the City's water and sanitary sewer systems to serve the population growth projected as part of the Comprehensive Plan. This chapter will remain general in nature and exclude detailed technical analysis such as modeling, cost estimates, i L and funding evaluations. r These updates will be reviewed with the Citizen Advisory Committee and refined as directed. This involves reviewing and editing data for the existing housing characteristics, housing mix, age and condition of housing, and housing policies. The housing plan will also be updated based on current and projected economic trends. These updates will be reviewed with the Citizen Advisory Committee and refined as directed. . :. However, sustainable communities recognize that economic development is not simply about increasing the financial resources of the community; it is not simply about promoting businesses and industries that will create more products and deliver more services without regard ' to the natural and social environments; nor is it simply about increasing the financial wealth of individuals. Rather, economic development in a sustainable community is about bringing together social, natural, and economic resources to sustain the "whole" community. As part of this task, WSB will work with the PAC and CAC to update the pertinent sections of the -" 2004 Comprehensive Plan, Chapter 12 - Community Development. This involves reviewing and editing data r related to the market forces to meet the development objectives of the community, including, but not limited _`MA— to tax base, jobs, property values, redevelopment opportunities, and outlining financial tools that may be used to spur development/redevelopment. Evaluation of Intergovernmental Cooperation The adage, "the whole is greater than the sum of its parts," speaks to the value of intergovernmental cooperation. Elk River is an integral part of a broader region that includes neighboring and overlapping jurisdictions. Many issues that affect Elk River also affect other governments in the region. By cooperating with each other, all units of government and overlapping jurisdictions can benefit. In this task, WSB will t summarize the overarching intergovernmental cooperation issues and opportunities and will provide a vision statement, goals, objectives, and policies for enhancing intergovernmental cooperation. These updates will be reviewed with the Citizen Advisory Committee and refined as directed. Short- and Long-Term Goals The overall comprehensive plan will be guide to help the City of Elk River preserve what it values, enhance what it feels needs to be improved, and create what it desires. The Plan is a general, long-term plan that analyzes existing conditions and trends. It identifies where the City has been, where the City currently is, and where the City seems to be heading. But more importantly, it will identify the City's vision for where the City wants to be. Each chapter will outline goals, objectives, policies, and plans to guide the City in where it wants to be. As part of this process, WSB will analyze and provide an illustration of potential short and long-term impacts of the plan on the community. Because of the comprehensiveness of the policies and the City's limited resources, WSB will provide a realistic approach to implementing the priorities of the Plan. MANAGEMENT LAND USE STUDY The purpose was to aid in determining where future sewer and Fri water extensions land thus development) should be located in order to conserve important resources while developing other areas. The study area's existing conditions consisted of 10-acre parcels with other, larger tracts of rural development and open space. This subdivision practice divided and impacted natural resources, allowing for additional installations of private septic systems and wells, and thwarted future sanitary sewer extensions. Alternatives to this type of development practice, WSB including conservation development plans, were considered prior to the study. However, the City and the Metropolitan Council needed to concur on a land use decision model to determine where suburban style development was feasible. The study focused on the eastern portion of Hugo lying outside the 2030 Metropolitan Urban Service Area (MUSA). The purpose of the study was to: 1. Identify, using existing data sources, the natural resources within eastern Hugo 2. Create a refined priority ranking of the natural resources utilizing a group of stakeholders 3. Provide guidance to the City to make future land use decisions, based on the location and ranking of natural resource priorities in eastern Hugo, and allow for possible future preservation of high-priority natural resources 4. Provide a map showing where the priority natural resources are located in eastern Hugo This study provided guidance to assist the City in making future land use decisions that may affect the key natural resources within eastern Hugo. The Plans identify where the communities have been, where the communities are now, and where the communities seem to be heading. Key components of these plans are identifying land future land uses and growth patterns throughout the community. These visions are obtained by setting goals, objectives, policies, and plans to guide the community in getting where they want to be. GIS Design and Customization - Bryan has used ArcObjects and Avenue to design and create custom desktop applications and interfaces within ArcView and ArcGIS. Examples include a custom application address search tool, a customized identify tool, and an emergency preparedness application. Schematics for ArcGIS - Bryan has used ArcGIS schematics to generate schematics for complex utility networks and to perform quality control of network data. He has also used schematics for modeling purposes and to dynamically check the connectivity of utility networks. Bryan has built schematics for public utility, fiber, and electric network data. Data Model Creation and Updating - Bryan has constructed data models and utility networks for sanitary sewer, storm sewer, water main, fiber networks, and electric systems. Stormwater/Drainage Area Modeling - Bryan has prepared watershed runoff calculations based on delineated drainage areas, land use, soil types, and impervious surfaces. This often involved digitizing large areas of impervious surfaces including buildings, parking lots, roads, and alleys. Wetland Management - Bryan has worked in depth with the Minnesota Routine Assessment Method (MnRAM) database to arrive at management - classifications for wetlands. The project focused on assessing the current facilities and needs within the city and updating the 2001 comprehensive parks, open space, and trail system plan for the city. A significant portion of the planning process was focused on expanding upon and enhancing the network of trails for public use.
