Provide informal, nonbinding feedback on the proposed rezoning of the subject parcel from C -2 Office
District to C -1, Central Commercial, to facilitate construction of a gas station/ convenience store.
BACKGROUND /DISCUSSION
Casey's is proposing to purchase the vacant land in the southwest corner of Jackson Avenue and School
Street to construct a 4,300 sq. ft. convenience store with 24 gasoline stations (12 pumps). The use is
classified by the zoning ordinance as "Motor Vehicle Service Station," and with the rezoning, would be
allowed after obtaining a conditional use permit and splitting the property.
Central Commercial is consistent with the Comprehensive Plan, where the area is designated "Old
Town." Access to the site will be via a shared drive off of School Street and with a shared drive off of
Jackson Avenue, although the plans do not reflect required access off of Jackson Avenue.
The parcel was most recently incorporated into parking lot for the Crossing Church. The church has
since scaled back their plans, eliminating the need for the parking stalls.
The developer seeks Council input prior to completing engineering and architecture plans. Thus far,
comments regarding access issues, building design, pedestrian access from the Elk River High School at
unsafe locations, and lighting have been shared.

The Elk River Planning Commission and development review staff have completed a preliminary review of
your proposed project. These comments should be used in further developing your project should you
choose to move forward.
The City Council is currently scheduled to review your concept at their meeting on April 8�b. I'll let you know
if that date changes.
Access
Access will need to be coordinated with the existing drive off of Jackson, to be relocated further
south to line up with 8�b street in the future.
Access easements for shared drives.
Landscaping
Headlights should be screened between the site and School and Jackson.
Section 30 -931 of the city code outlines the landscaping requirements. In summary:
29 over story, evergreen, and ornamental trees will be required on site. (15 OS, 7 evergreen, and 7
ornamental).
Administrative
The property will need to be split, park dedication and other fees will be required.
The property will need to be rezoned to C -1 where Motor Vehicle service stations are a conditional
use. We can process the lot split, rezoning, and CUP at the same time.
Remove the retaining wall in the NE corner of the site.

Parking spaces are 9 by 20 (9x18 with a 2 foot overhang) Where spaces overhang a sidewalk, as in
front of the building, that sidewalk should be 8 feet.

Architecture
Please provide a sketch of the building, to ensure that is satisfies section 30 -938 of the city code.
Please show locations of all mechanical units.
Commercial lighting must follow section 30 -937.
Please provide a detail of the fuel loading apparatus in the front yard.
