Review and discuss update to draft Council Liaison Policy. 2. Provide staff direction with regard to commission review of the draft policy that has consensus approval. BACKGROUND/DISCUSSION The Council has discussed an update to the Council Liaison Policy at two work sessions. At the April 8, 2013, meeting,the Council directed staff to rework two areas of the policy. During the Planning Commission meeting in April, Council Member Burandt updated the commission on the policy. The Planning Commission requested the opportunity to review the policy. In the role of Council Liaisons, Councilmembers shall: 1) Attend all meetings and act as a conduit and resource for information by and between the Council and the Commission. a. S/he may openly participate in discussion/deliberation on matters opened in a study or work session. b. S/he may provide information regarding the Council consensus or Council deliberation when a question is referred to the liaison from the Commission at a regular meeting. c. S/he may not communicate or advocate personal positions on matters under consideration. d. S/he may communicate Council input or direction on a particular issue. 2) Provide periodic reports to the Council on the activities of the respective Commission. 3) Serve as a liaison between the Council and the Commission for a determined length of term established at the time of appointment. 4) Only testify or submit written comments for the official record at a Public Hearing after prefacing their comments with a statement that they are speaking on their own behalf as a resident and not in their capacity as an elected official. Current City Policy 12. Council Liaison The Mayor shall appoint one Council Member as an ex-officio member without voting rights to each of the following commissions: Planning Commission, Parks and Recreation Commission, Heritage Preservation Commission, and the Library Board. The Council Member shall serve as liaison between the Council and the commission for a determined length of time established at the time of appointment. Prior Lake Policy 1002: CITY COUNCIL LIAISONS TO CERTAIN ADVISORY COMMITTEES: Annually, the City Council shall appoint a council member to serve as a liaison to the Advisory Committees listed in Section 1001.3. The role of the liaison is to act as a conduit and resource for information by and between the Council and the Planning Commission or Committee. The liaison shall make periodic reports to the Council on the activities of the Planning Commission or committee. The liaison shall not participate in the discussion or deliberation of any matter pending before the Planning Commission or Committee, except where the Planning Commission or committee is meeting in a study or work session. The Planning Commission or committee may, at its discretion, ask the liaison whether the Council has discussed the subject under consideration and the nature of the discussion. The liaison shall never use this occasion as an opportunity to communicate their personal position on the matter under consideration. The liaison shall communicate any Council input on a particular issue. A liaison may always testify or submit comments at a public hearing in their capacity as a private citizen as long as they make clear at the beginning of their testimony or in their written comments that they are speaking on their own behalf and not on behalf of the Council.
