Dear Honorable Stephanie Klmzing,
Minnesota's largest-ever education and law enforcement campaign - the ~gafe ¢Y oCober May Mobilization - will
occur May 24 through June 2. During this period, the Elk River Police Department will conduct enhanced
enforcement shifts to educate our community about the importance of weam~g seat belts. This period provides
an excellent opportunity for Elk River to demonstrate its support in preventing deaths and injuries in traffic
crashes. Last year, nearly 600 Nfinnesotans died on our roads and 10 alone died in Sherburne County.
Elk River Police Department and the Minnesota Department of Public Safety would be honored if the Elk
River City Council would sponsor an official proclamation/resolution to recogmze "Buckle Up Elk River!"
Week, May 25 -June 2. Your proclamation/resolution would greatly help our effort to save lives. I have
enclosed a sample proclamation/resolution for your use.

PROCLAMATION
ELK RIVER TO SUPPORT
"BUCKLE UP ELK RIVER!" WEEK
MAY 24-JUNE 2
WHEREAS,
The Elk River Police Department and the Minnesota Department of Public
Safe~ Office of Traffic Safety,- participants and administrators of the 3'aJ¢ ~>~
Sober May Mobilization education and enforcement campaign - is committed
to saving lives by increasing seat belt use and reducing the number of
unnecessary traffic fatalities on Nlinnesota roads; and
WHEREAS, Roughly two-thirds of traffic fatalities are attributed to seat belt non-use; and
WHEREAS, Motor vehicle crashes are the leading cause of death for children and young
adults ages 1 to 33 and the leading cause of quadriplegia and paraplegia; and
WHEREAS, While Minnesota laws enforce seat belt use, all of us must do what we can to
stress the importance of buckling up; and
WHEREAS, The coordination of state and local efforts will enhance the overall efficiency
and impact of this life-saving campaign.
NOW THEREFORE BE IT RESOLVED, that the Elk River City Council endorses the
Saj5 O~ S0ber May Mobilization and recognizes the week of May 24-June 2 as "Buckle Up
Elk River!" Week. The Elk River Ci~ Council urges citizens of Elk River to use this week
to demonstrate and reaffirm our commitment to buckling up and arriving alive to our
destinations.
BE IT FURTHER RESOLVED, that the Elk River Ci~ Council encourages peace
officers to increase public awareness of the risks associated with seat belt and child seat non-
use and supports the education and enforcement activity of the Say9 O~ So/~er May
Mobilization.
