1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Oath of Office
Chair Anderson swore in the new commission members,Mark Ahlness and Ryan Holmgren.
3. Consider March 13, 2013 Parks &Recreation Commission Agenda
Parks and Recreation Director,Michael Hecker requested to add Item 7.1.C.Major Park Use
Request; Community Vacation Bible School and Item 8.B. Skate Park
MOVED BY COMMISSIONER KALLEMEYN AND SECONDED BY
COMMISSIONER NIZIOLEK TO APPROVE THE MARCH 13, 2013 PARKS &
RECREATION COMMISSION AGENDA WITH STAFF CHANGES. MOTION
CARRIED 6-0.
4. Consider Minutes of February 13,2013 Parks &Recreation Commission Meeting
MOVED BY COMMISSIONER KALLEMEYN AND SECONDED BY
COMMISSIONER AHLNESS TO APPROVE THE FEBRUARY 13, 2013 PARKS
AND RECREATION COMMISSION MEETING MINUTE. MOTION
CARRIED 6-0.
5. Open Forum
Elk River resident,Kurt Hinkel, 19332 Baldwin St.Elk River shared that Central Lutheran
Church youth will be doing a Spring Clean Up either the week of April 20th or April 27th

depending on snow cover. This is a fundraiser for the youth group where they get pledges
to pick up trash.
6. Park/Program Highlight
Recreation Manager, Steve Benoit shared highlights from the Activity Center's Pinewood
event and the Biathlon Race that was held at Woodland Trails Park hosted by the Twin
Cities Biathlon club on March 3, 2013.
7. Action Items
7.1.A. Ice Arena Commission Liaison
Parks and Recreation Director,Michael Hecker shared that one of the seats on the Ice Arena
Commission is for a representative from the Parks and Recreation Commission. New
commission member Ryan Holmgren expressed interest to serve on the Ice Arena
Commission and presented staff's recommendation to support the appointment of
Commissioner Ryan Holmgren to the Ice Arena Commission.

COMMISSIONER NYSTROM TO ACCEPT STAFF RECOMMENDATION TO
RECOMMEND TO CITY COUNCIL TO APPOINT RYAN HOLMGREN AS
THE PARKS AND RECREATION COMMISSION REPRESENTATIVE ON
THE ICE ARENA COMMISSION. MOTION CARRIED 7-0.
7.1.B. Youth Football Association Storage Container Donation
Parks and Recreation Director,Michael Hecker shared that the Elk River Youth Football
Association would like to donate a storage container for the Youth Athletic Complex
football field. They need it for football and field supplies. It is 8x8 and estimated value is
$1,000. The Association has been asked to maintain the unit.

STORAGE UNIT FROM THE ELK RIVER YOUTH FOOTBALL
ASSOCIATION. MOTION CARRIED 7-0.
7.1.C. Major Park Use Request- Community Vacation Bible School at Lions Park
Recreation Manager, Steve Benoit presented information regarding a request for a Major
Park Use of Lions Park for a Community Vacation Bible School from July 14 - 18, 2013.
Mr. Benoit explained that there are five churches collaborating and staff recommends the
following:
• Damage deposit of$100
• Rental Fee of$812.50 covering:
o Lions Park Center and Building Attendant

o Park Shelters
o Band Shell
o Park Space
• Event will need to operate within regular park hours
• Group will pay cost of extra items such as portable toilets and trash pick up
• Group will coordinate with Parks and Recreation staff regarding logistics of event set
up and scheduling in order to accommodate Parks and Recreation programs
Commissioner Holmgren asked what time the school would be held at and for what age
group.
Vacation Bible School representatives explained that the school would be in the evening so
the whole family could participate and the ages would be 4 — 11 years.

TO APPROVE A REQUEST FOR A MAJOR PARK USE OF LIONS PARK FOR A
COMMUNITY VACATION BIBLE SCHOOL FROM JULY 14-18, 2013. MOTION
CARRIED 7-0.
8. Discussion Items
8.A. Background Screening PolicyUUpdate
Parks and Recreation Director,Michael Hecker shared that City Council approved the
Background Screening Policy and will affect all Parks and Recreation staff and volunteers
who work with youth and at-risk population. The policy will take effect January 2014.
8.B. Skate Park
Park Planner/Planner, Chris Leeseberg introduced Jake Ruprecht who gave a presentation
regarding his vision in rebuilding the skate park.
Commissioner Niziolek asked if the Commission were to direct staff to find a location for
the skate park would Jake be willing to help in pursuing grants.
Mr. Ruprecht stated he would be willing to help.
Parks and Recreation Director,Michael Hecker stated that skate park grants that are out
there require a location to be identified when applying.
Several Elk River youth shared in the discussion about Lions Park not being a good location
for the skate park in the future.
Photographer of Airebome Imagery, Barry Weber shared a slide show of pictures he has
taken of the youth at the skate park in Lions Park. He shared that the lighting in that

location was an awesome feature both for taking photographs and for the skaters to be able
to skate in the evening hours.
Commission Anderson stated that city staff will work on getting a location and the Skate
Park Committee will create a design and then pursue funding.
9. Parks &Recreation Director Report
Parks and Recitation Director,Michael Hecker presented department updates including an
Orono Park playground update and that the grand opening and dedication will be on June
25`h at 7:30pm in conjunction with a recreation program.
10. Division Manager's Reports
Recreation Manager, Steve Benoit shared that the Activity Center staff have been tracking
attendance through the new RecTrac software touch screen. Staff has found that they are
collecting about a dozen more check-in's on a daily basis.
